Indonesian Climate Change Center Program:
Low Emission Development Strategy (LEDS) Cluster Coordinator
The National Council on Climate Change (DNPI) with the cooperation
and support from the US Forest Service (USFS), is seeking for a Low
Emission Development Strategy (LEDS) Cluster Coordinator to support the
Indonesia Climate Change Center (ICCC). She/he will be assigned for 12
months on a full time basis. This position is potentially renewable for
an additional 12 month time period.
Background
President Obama and President Yudhoyono announced the creation of a
Climate Change Center in 2010 as part of the US-Indonesia Bilateral
Comprehensive Partnership. The Indonesia Climate Change Center (ICCC) is
envisioned to be a mechanism to mobilize Indonesia’s scientific
community and coordinate technical input to address pressing climate
change policy priorities. Through an agreement with the US Department of
State, Office of Environment and Science Affairs, the USFS is
supporting the Indonesian National Climate Change Council (DNPI) to
establish the ICCC, which will focus initially on four Research Clusters
addressing science in relation to policy development, in the areas of
carbon emissions from forests and peatlands, Low Emissions Development
Strategies (LEDS), Measurement, Reporting and Verification (MRV) and
Climate Resilience.
The ICCC) comprises three key institutional elements: (1) Secretariat as
a facilitator of the Center, (2) Steering Committee as a body to
direct as well as strategically advise center operations, (3) Research
Clusters, consisting of LEDS, Peatlands and Peatland Mapping, Climate
Resilience and MRV for Climate Programs, as supportive entities in
building science-based policy and programs development.
Building on the momentum of the newly established Government Decree
Number 61 of 2011 on Green House Gasses (GHG) Emission Reduction Plan,
DNPI will produce science-based policy briefs to support a transitional
phase from business-as-usual development into low carbon economies. In
support of this, the DNPI, as the host of ICCC, has proposed to hire a
LEDS Cluster Coordinator to assist the center in coordinating and
facilitating science-to-policy based activities in the LEDS cluster.
Tasks and Deliverables: The LEDS Program Coordinator will work with
DNPI, ICCC, and USFS to facilitate the ongoing development and operation of the Climate Change Center, specifically:
* Develop concept papers and a strategic plan and program for LEDS Cluster
* Provide analysis and brief policy papers on GOI’s current
economic/development policies and the enabling conditions towards a
transformation into Low Carbon Economies.
* Provide inputs, and support DNPI, ICCC and USFS and its
representatives on low emission development strategy issues in the
Indonesian context.
* Support collaborative efforts of DNPI and USFS as well as related
USG agencies, other donors, NGOs, private industry, and Universities
working on LEDS issues.
* Provide support for US/GOI exchange visits.
* Actively participate in and manage the LEDS cluster.
* Convene, host and chair Meetings, Workshops, and formal and informal
discussion groups concerning LEDS and the transition to Low Carbon
Economic development, this includespreparing Terms of Reference (TOR)
for LEDS Cluster specific activities
* Prepare reports regarding LEDS cluster activities to USFS and DNPI.
Required Skills and Experience:
* Background and minimum of 10 years of experience in one or more of
the following fields: macro economy, environmental economy, finance and
investment, with an understanding of natural resource management
(primarily forest and peatlands related), sustainable development,
energy, transportation, and climate change
* Understand the existing climate change and development policies in
Indonesia such as theNational Action Plan for Green House Gases (Rencana
Aksi Nasional Gas Rumah Kaca /RAN GRK), the Indonesian Economic
Development Acceleration and Expansion Master Plan( Master Plan
Percepatan dan Perluasan Ekonomi Indonesia / MP3EI)
* Familiarity with Indonesian Government operations and agencies
related to national and regional Development and Planning, Climate
Change, Forestry, Transportation, Renewable Energy and Green Economy
* Demonstrated ability to effectively interact with GoI representatives, civil society, research institutes and private sector.
* An understanding of science to policy needs in Indonesia
* Strong writing, project management, and organizational skills
* English and Indonesian language fluency (both written and verbal)
* High level of proficiency in Microsoft Office applications and statistical analysis tools such as SPSS
* Strong overall communication skills (both written and verbal)
* Knowledge of economic modeling tools such as GAMS would advantageous
Appointment
1 year contract, including a 3 months of probation, with possibility of extension.
