Baseline Survey – UBR for Street Children in DKI Jakarta
To engage for the promotion of the right to identity and nationality
Background
Plan International is an international, child rights and child-focused
development organization without religious, political or governmental
affiliation. Plan has been working in Indonesia since
1969, with using
Child Centred Community Development (CCCD) approach, a rights-based
approach in which children, families and communities are active and
leading participants in their own development.
Under Plan International’s global campaign (“Count Every Child”), Plan
Indonesia implements the project “UBR for street children in DKI
Jakartafor the promotion of the right to identity and nationality with
support from Aviva and UKNO. The overall objective of this project is:
To enable street children in Jakarta to have access to birth
registration services and therefore promote their right to identity and
nationality. And the specific objective is: To register at least 1,500
street children and engage with the District Government for the
promotion of Universal Birth Registration for street children in 5
Municipalities of Jakarta. The project will be implemented for two years
project duration until April 2014.
For the implementation Plan Indonesia will build partnership with the
Population Administration and Civil Registration Department of the
District Home Affairs Office in Jakarta. The Ministry of Home Affairs
Office will help Plan to train shelter members and municipal
registration officers on simplified registration procedures for street
children, and participate to advocacy and coordination efforts at the
national level. Plan will also work in partnership with other local
organisations, to ensure co-ordination of efforts to promote and protect
the rights of street children. Yayasan Konsorsium Catatan Sipil is an
organisation with expertise in birth registration, will be a partner in
this project
Baseline Survey Objective
The survey objective is to conduct an exercise to determine basic
achievement as a baseline for the project. It will measure objective and
expected result and so at the end of the project the baseline will
compare to end line data to see the contribution of the project.
Baseline survey will be conducted with the references to the key
questions as follows:
* Relevancy: What are the current status and conditions of UBR? To what
extent the government policy acknowledged child participation and
communities? What are the local policy or regulation that will support
the successful implementation of UBR project? Are the strategies
suitable to implement the project with current situation?
* Effectiveness: What are the current achievements of project
indicators? What are the similar interventions currently implementing in
project location? To what extent they could contribute to the project
in achieving its goal and objectives?
Baseline survey is expected to answer the key questionthat can draw the
conclusion that close to the implementation strategies and policy
interventions on local needs. In addition, achievement of the project
objectives can be measured by reference to the performance indicators in
the project logical framework.
Methodology and statement of work (deliverables)
This activities will be conducted with using qualitative approach,
completing with qualitative and quantitative data collection techniques,
such as entrydata collection and review, Focused Group Discussion/FGD
In general, the methodology will be in line with UBR project design to
allow for comparable result in final evaluation. The consultant should
submit a thorough proposal for this baseline survey. The proposal should
detailing the propose qualitative study methodology, sampling technique
and data collection that meet to the project design
Overall objective: To enable street children in Jakarta to have access
to birth registration services and therefore promote their right to
identity
and nationality.Specific objective: To register at least 1,500 street
children and engage with the District Government for the promotion of
Universal Birth Registration for street children in 5 Municipalities of
Jakarta.Estimated Result #1:
Approximately 3,500 street children in 5 municipalities of Jakarta and
their parents / caregivers (where possible) have an increased awareness
on the Right to Identity and Nationality, the usefulness of UBR and
registration procedures by the end of the project.
Estimated Result #2:
The Right to Identity and Nationality is ensured for at least 1,500
street children and accessible and simplified UBR services are available
in 5 municipalities of Jakarta by the end of the project.
Estimated Result #3:
Enhanced advocacy efforts for the adoption of a national decree on registration procedures and mechanisms for street children.
deliverables:
1. Review of relevant background documents, UBR proposal/project design document,
2. Prepare Questioner, Instrument and tracking sheet for data entry and analysis plan
3. Prepare field manual/ guidelines that includes field implementation plan with protocols for enumerators and supervisors
4. Recruit and train data collection team based on agreed evaluation study design
5. FGD with the children and parents /duty bearer.
6. Workshop and focus groups with shelter members and children living on the street (2 workshops and 2 focus groups).
7. Documenting comparative street children situation analysis (before and after project intervention).
8. Dissemination of situation mapping with government authorities and action planning.
9. Reporting the result of mapping situation of street children and
their parents on knowledge and access of UBR as a promotion of the right
to identity and nationality.
a. Provide electronic files with raw data in 2 DVDs.
b. Provide 2 electronics copies on DVDs of the final report in English and Indonesia and 2 hard copies, to Plan Indonesia.

Qualification of consultant
- Strong knowledge about research design, especially quantitative approach
- Previous Experience in conducting child protection situation mapping, that include KPC and anthropometric survey
- Capable operate statistical software/programme

The fees and costs estimates referred to shall be payable to the
consultant in a schedule that is agreed upon by Plan Indonesia and the
consultant. The payments will be contingent upon the successful
completion of deliverables. The payment will be in Indonesian Rupiah.
