Consultant
Documentation of Emergency Response Team (ERT)’s Capacity Building Module
A. Background
Plan as an organization is committed to assisting children both in the
promotion of their rights and addressing their needs in emergency
situation with appropriate manner and in line with its skills and
capacities. One of the objectives in Plan Indonesia’s (Plan IDN)
Disaster Risk Management (DRM) unit programming is that Plan will
strengthen the preparedness of organization to respond professionally
and accountably to disasters.
To implement this objective, Plan DRM unit has established an Emergency
Response Team (ERT) from existing staffs in Program Unit (PU) Office and
Country Office (CO) in 2010. This ERT team should be deployed within 24
hours after a declared disaster by the Country Director and should be
able to deliver a rapid assessment report within 48 hours after
deployment to Country Management Team with the recommendations to
respond or not.
Since its development in 2010, Plan Indonesia have organized a series of
capacity building for ERT member, consists of 3 (three) trainings that
has been conducted and organized by DRM team in collaboration with
People and Culture (P&C) Department. Those trainings are:
1. Basic Emergency Response Training in November 2010: this training was
conducted as part of selection process for ERT members that covered the
general concept of humanitarian standard and principles, How to use the
Sphere Handbook, Red Cross code of conduct, Plan Indonesia’s Policy on
Disaster Response, Security and Risk Management including Plan
Indonesia’s Security and Safety Plan (Policy and Procedure), How to do
Initial (Rapid) Assessment, The usage of ICT equipments (Handy Talkie,
GPS, Sat Phone, AC Converter, and BGAN), Humanitarian Supply Chain,
Humanitarian Logistics, and warehousing and Plan Indonesia’s Logistics
SOP
2. Advance Emergency Response training in May 2011: this training was
aim to strengthened the capacity of selected ERT members in the area of
team building, First Aid, Basic Rescue, Psychosocial support and
introduction to ERT’s specialization that covered WASH in emergency,
Child Protection in emergency (CPIE) , Education in emergency (EIE),
Shelter and Relief distribution
3. Refresher training in June 2012: Just recently completed with a
purpose to refresh knowledge and skills of ERT members including
evaluate the performance of ERT after 2 (two) years of it development as
well as feed with new knowledge in particular disaster communication
messaging.
Plan Indonesia is the first program country that has established an ERT
with a series of trainings for its capacity building. Meanwhile there
are other program countries that have expressed interests to develop
their own Emergency Response Teams and there is a need to replicate the
trainings that Plan Indonesia has done to other program countries.
Therefore, Plan Indonesia is seeking a consultant or a team of
consultants who has an expertise in developing a set of training module
related to emergency response that can draw lessons and experiences from
the trainings that Plan Indonesia has organized and also provide
recommendations for improvement.
The final result of this consultancy is a set of training module for
Emergency Response Team. This training module will be used as a
reference for other offices of Plan International to strengthen their
capacity in emergency response.
B. Objective
To documented and develop a training module of Emergency Response Team
(ERT)’s based on Plan Indonesia’s lessons and experiences
C. Deliverables
This consultancy will deliver a sets of output, consists of:
· Training outline, methodology and agenda
· Facilitators guide for Emergency Response Team, covering basic, advance and refresher training course.
· Participants exercise guide (or workbook)
· Electronic copy of deliverables 1,2, and 3
· All deliverables should be in Bahasa and in English language.
D. Scope of Work and strategy of implementation
The module development will be built based on the 3 (three) Plan’s ERT
training experience as described above as well as from discussions with
the reference groups and recommendations made by the consultant. The
exercise will pull on documented experience from ERT formation process
and the 3 (three) series trainings that has been conducted internally by
Plan IDN.
The consultant is required to study all the existing documents of Plan
IDN that relevant for this purpose as well as other external resources
to support the development a comprehensive documentation and module as
required.
The main source of information for this process is the reference group
as described in the next section. This can be done through focus group
discussions and/ or Key Informant Internviews. The consultant also
expected to hold interviews with selected ERT member and Plan IDN’s
management to gathered information about the effectiveness of the series
capacity building and ways for improvement to be included in the final
product of module.
E. Requirements:
· The consultant can be individual or team with maximum 3 persons
· At least 3 years experience in training module/manual/guideline development.
· At least 3 years experience in Disaster Risk Management (DRM) in particular emergency response
· Has good analytical and writing skills
· Excellent interpersonal communication and presentation skills
· Has a high competence in English writing.
F. Procedure for submission of EoI

· Project proposal with clear description of addressing the
objectives with appropriate methodology, work plan and time frame (max. 5
pages)
· A brief description of your firm or institution (for
applicants other than individual consultant) and a covering letter
justifying your suitability for the assignment
· A sample of training documents/ modules made by the consultant will be considered as an advantage
· Curricula Vitae (CV) for key members of the team applying for consideration;
· Daily rate quote(s)
The deadline of proposal submission is on Friday, September 7, 2012 at 5 PM, by the latest.
Application beyond above mentioned schedule will not be considered
