CARE International Indonesia (CII), as an international NGO, has carried
out large scale operations in Indonesia, encompassing emergency
operations, transitional activities centered on agriculture and
nutrition and a range of development initiatives in such areas as water
and sanitation, health and micro-credit.
CARE International Indonesia in Head Quarter-Jakarta is currently recruiting the following position for its project:
Background
CARE is a leading international humanitarian and development
organization dedicated to defending dignity and fighting global poverty.
In 2012, CARE worked in 84 countries around the world, supporting 997
projects and reaching more than 83 million people. CARE has operated in
Indonesia since 1967 under a Memorandum of Understanding with the
Indonesia Ministry of Home Affairs. CARE Canada has management
responsibilities for CARE under CARE’s International Lead Member Model.
Beginning with food distribution, CII activities have expanded into a
wide range of programming from disaster risk management and emergency
response to economic development with a focus on women and girls.
CARE Indonesia (CII) and CARE Canada are in the process of jointly
tendering for Managing Partner of PNPM Peduli Program Phase II, a
National Community Empowerment Program that focuses on improving social
inclusion in targeted locations by increasing access to services,
choices and human rights for those who have been marginalized. The
Program value is estimated to be between USD12 and 20 million for
2013-205, with a potential extension for a further 2 years subject to
the availability of the fund. The PNPM Peduli is funded by a trust fund
managed by the World Bank through PNPM Support Facility (PSF)
To reach its goal in Phase II, PSF will assign a Managing Partner (MP)
that is responsible for managing the program and providing grants to
selected NGOs called Executing Organizations (EOs), providing capacity
building to EOs, conducting knowledge management, monitoring and
evaluation as well as managing communications. It is estimated that for
the first round of funding in Phase II, approximately 65 CSOs/branches
under a network of 5 EOs are expected to participate in 24 provinces
reaching more than 13,000 marginalized people.
We would like to invite potential candidates to be nominated in the
following full time positions of Core Team of Managing Partner:
1) Team Leader (Code: CTL)
2) Capacity Development Coordinator (Code: CCD)
3) Monitoring, Evaluation and Learning Specialist (Code: CME)
4) Financial Management Specialist (Code: CFM)
The above Core Team will be responsible for successfully managing a
fund, and providing technical support, to support the implementation of
Indonesia PNPM Peduli Phase II, over an initial two-years period (with
possible extension for a further two years).
1) Team Leader (Code: CTL)
The Team Leader is responsible for ensuring quality of service delivery
in accordance with the objectives and principles of the Program and
needs of program partners and PSF. This will include overall management
and coordination of the MP, providing strategic advice to EOs and PSF,
working through multi-stakeholder processes to ensure knowledge
management, monitoring, evaluation, learning and communications are
carried out effectively, produce an evidence base to advocate for change
and assure the quality of work and outputs of the MP. The Team Leader
will work closely with the PSF Task Team Leader on overall management
and implementation of the Program.
Requirements:
· At least 15 years experience in development programs in
Indonesia, including substantial experience in managing a large scale
grants program.
· Experience in initiatives working with marginalized people.
· Extensive knowledge of Indonesian CSOs/NGOs.
· High level policy and analytical skills related to democracy
building, decentralization, local governance and rights based
development.
· Excellent planning, financial & budget oversight, negotiations, and communications skills.
· Demonstrated experience in applying a gender equality approach.
· Good oral and written English skills.
· Masters or equivalent in related discipline.
2. Capacity Development Coordinator (Code: CCD)
The Capacity Development Coordinator provides the lead technical
direction/technical assistance for activity planning for capacity
development strategy by managing and overseeing the program
implementation, design and delivery for all capacity development
activities targeted at capacity development of EOs and their CSO/Branch
partners. The position reports directly to the PNPM Peduli Team Leader
and will engage with related programs to promote good practices in
capacity development in PNPM Peduli.
Requirements:
· At least 10 years experience in implementing technical and
organizational capacity building program for civil society organizations
in Indonesia in a number of thematic areas (health, human rights,
livelihoods).
· Substantial demonstrated experience in building the capacity of non-governmental partners to influence change.
· Proficiency with activities, theories, methods and technology
in capacity development especially in supporting multi-stakeholders
processes.
· Excellent planning, negotiation and communication skills.
· Demonstrated experience in applying a gender equality approach.
· Good oral and written English skills.
· Masters or equivalent in related field.
3. Monitoring, Evaluation and Learning Specialist (Code: CME)
The Monitoring, Evaluation and Learning Specialist provides lead
technical direction and technical assistance for implementing a quality
monitoring, evaluation and reporting system for PNPM Peduli, and works
in collaboration with relevant specialist units in PSF.
Requirements:
· At least 7 years of relevant experience in developing and
implementing, monitoring and evaluation activities including development
of M&E tools, data quality management, data verification, data
collection and analysis.
· Experience in working with civil society organizations in Indonesia in the area of monitoring and evaluation.
· Demonstrated ability to transfer knowledge to CSOs through training and mentoring.
· Ability to communicate orally and in writing about technical issues.
· Demonstrated experience in applying a gender equality approach.
· Good oral and written English skills.
· Bachelor’s Degree or equivalent in social sciences, with specialization in M&E.
4. Financial Management Specialist (Code: CFM)
The Financial Management Specialist will: a) monitor and support the
effective implementation of fiduciary aspects of the EOs’ Grant
Agreements with the World Bank and b) manage the MP budget, including
travel and other expenditures. Specific tasks will include:
recommendations for PSF disbursements based on EO progress in
implementing budget, conducting financial spot-checks of EOs and
sub-granted CSOs to ensure adherence to program guidelines and
requirements, reporting of findings to PNPM Peduli Task Team Leader,
provision of advice on necessary follow- up and actionrequired, managing
the capacity-building support budget for each EO and supporting EOs in
developing and implementing effective financial management systems. The
CFM will be based within the MP office, but will work closely with the
Financial Management Team of the World Bank Office in Jakarta.
Requirements:
· At least 10 years experience in finance, fiduciary aspects, and
grants management, preferably related to CSO grant programs.
· Excellent skills in relevant accounting software and in financial reporting systems.
· Excellent relationship-building and relationship-management
skills, including ability to influence and motivate EOs to ensure
quality financial management.
· Experience or evidence of capacity in delivering training
related to financial management, preferably familiarity with World Bank
financial and procurement
procedures.
· Excellent interpersonal, verbal, written and cross-cultural communication skills essential.
· Good oral and written English skills.
· At least in a Bachelor’s Degree in Accounting or Finance, an MBA, CPA or other advance degree/accreditation.
