Chemonics International Inc., a leading international consulting firm, seeks to fill
the following long-term, full-time position for
a project funded by the U.S. Agency for International Development (USAID), Indonesia
Changes for Justice (C4J). The primary objective of the C4J project is to
improve the performance of Indonesia’s justice system, a prerequisite for good

governance and sustained economic growth, through cooperation with the Supreme
Court and Attorney General’s Office (AGO) of the Republic of Indonesia.

USAID/Indonesia, the Supreme Court RI, the Attorney
General’s Office RI, civil society organizations, the media, and other local
counterparts.

Tasks

Overall requirements

The Communications Expert is responsible for
providing strategic direction, coordination and technical input into all three
C4J project components, without supervision, in compliance with USAID
regulations and the contract signed by USAID and Chemonics. Public
communications, public awareness, and public affairs are common themes to all
components, as well as being a specific output. As such, there is an
overarching responsibility to ensure that all public awareness, public relations,
and media products are of the highest quality, are consistent with the C4J
objectives, and adhere to any restrictions required by USAID and Chemonics. The
Expert is expected to fill this overarching responsibility by working closely
with the Chief of Party (COP), and coordinating with the other technical
experts and project staff in:

* Sustaining and broadening reforms in the Supreme Court;
* Sustaining and broadening reforms in the Attorney General’s Office; and
* Providing timely assistance for special initiatives needed to advance justice sector reform.

The
Communications Expert will at all times adhere to and act according to the
Chemonics Professional Code of Ethics (“Living Our Values”) and will make the
principles of the Code a part of the project’s culture and standard operating
procedures.

The Communications Expert will ensure a good and professional
relationship with the senior leadership of the Supreme Court, Attorney
General’s Office, and other counterparts within the Government of Indonesia.

Under
the direction of the COP, the Communications Expert will contribute to the
annual work plan contract specifications.

The
Communications Expert will be ready to undertake other project duties assigned
by the COP as required.

The
Communications Expert will collect and provide data to the Deputy Chief of
Party (DCOP) and the Monitoring and Evaluation Expert for relevant indicators
related to public communications, public awareness, and public relations in all
project components.

Specific requirements

The
Communications Expert will contribute to all scopes of work for work undertaken
for public communications, public awareness, and public relations by the
project.

The
Communications Expert will maintain technical quality
control for all public communications, public awareness, and public
relations work, ensuring that performance targets and deliverables outlined in the
project contract are completed in a timely and cost-effective manner.

The Communications
Expert will contribute to the project weekly and quarterly reports and other
project reports and deliverables as required.

The Communications
Expert will be called upon by the COP to undertake assessment trips, initiating
pilot projects, and conducting other technical assignments.

In
coordination with the COP, the Communications Expert will coordinate and manage
the work of short-term technical consultants, local short-term team members,
and local consultants that are hired under the project to assist with
activities relating to the Communications Expert’s scope of work.

Reporting

The Communications Expert will report directly to the Chief of Party. He/she will prepare
regular oral and written progress reports that demonstrate the status of
project activities toward expected results, as well as other reports as
required.

As teamwork is crucial to the success of the project, the Communications
Expert will also coordinate work with other project staff working as a team, as
per direction from the COP.

Qualifications

As a
senior level position, the Communications Expert is responsible for independently
delivering guidance and coordinating all technical assistance activities
related to public communications, public affairs, and public relations with senior
leaders within the Supreme Court and AGO. The Expert shall have a minimum of ten (10) years
professional experience in public communications and work with all forms of
media. Prior experience and an understanding of the Indonesian justice sector,
and of the bureaucratic reform process, are required. In depth technical
knowledge of the Supreme Court and/or AGO’s public affairs needs is required.Prior experience with technical
assistance projects and work with donor-funded projects is required. Written and
verbal fluency in English and Bahasa Indonesia is required.  Strong inter-personal and communication
skills are required.

Time Frame

This long-term, full-time position is available
immediately and will be renewed on an annual basis. The C4J project ends on May
11, 2014.
