REQUEST FOR EXPRESSION OF INTEREST
Consultant to Provide & Maintain Localised Web-Based Peer Support Programme
for the ISEAN-Hivos Program Global Fund Round 10
In 2010, the Insular Southeast Asian Network on MSM, TG, and HIV (ISEAN)
and the Humanist Institute for Co-operation with Developing Countries
(Hivos) jointly submitted a regional proposal to the Global Fund for AIDS,
Malaria, and Tuberculosis (GFATM) Round 10. The programme, entitled
‘Strengthening Community Systems to Reduce Vulnerability to and Impact of
HIV infection on MSM and TG in Insular Southeast Asia’, was approved by
GFATM and contract for the grant was signed on 6 October 2011. This grant
has the main goal of reducing (a) the vulnerability and risks of MSM and TG
to HIV infection and (b) the impact of HIV on their lives in Insular
Southeast Asia. It intends to address critical gaps in supporting and
scaling up activities that reduce HIV/AIDS among MSMs and TGs.
Satu Dunia, as the Regional ICT Service Provider of the ISEAN-Hivos Grant,
is looking for a capable technical consultant/consultancy group/software
company who already establish or has a prototype of web-based peer support
programme for MSM and TG People Living with HIV for the ISEAN-Hivos
Program. The consultant outputs will be served as bases the delivery of key
ICT interventions to MSM and TG groups in Indonesia, Malaysia, Philippines
and Timor Leste under the ISEAN-Hivos programme.
Specifically, the following services that address the Grant’s requirements
are expected to be provided by the Consultant:
1. Provide concept note for existing web-based peer support programme.
2. Provide Web and mobile-accessible interactive platform for MSM peer
support in local language (Indonesia, Malaysia, Philippine and Timor
Leste). Website should provide this feature :
a. User friendly website with local approach for design and content.
b. Website provide user registration with UIC (Unique Identifier Code)
tagging.
c. Website provide video or online information about 3 topics:
• HIV prevention methods
• How to access HIV-STI services in your area, OR
• Basic information on and MSM/TG rights
d.Website provide Quizzes for 3 topics above, each topic provide 6
questions.
e. User Database.
Administrator will be able to access user database with UIC tagging
f. User Activity Log
Administrator will be able to access user activity log on:
• Video or online information that viewed by visitors from 3 available
topics
• Question topics chosen by the user and the data on the number of
questions answered correctly or wrong
3. Demonstrate integration of the web-based peer support program with
existing prevention, care, treatment and support service providers in each
of the four countries
4. Provide local community managers to maintain and moderate web-based peer
support programme localised service in Bahasa Indonesia, Melayu, Filipino,
and Tetum.
VI. Key Qualifications
1. Established and demonstrated expertise in software development (with a
strong poftfolio of work samples)
2. Able to demonstrate how people people living with HIV are actively
involved in the design, implementation and evaluation of the peer-support
programme
3. Already establish or has a prototype of web-based peer support programme
for MSM and TG People Living with HIV
4. Already has a workplan to establish web-based peer support network
5. Strong experience in the development of web-based and mobile technology
6. Strong network in the MSM & TG PLHIV Community.
7. Fluency in written and spoken English.
The consultant to Provide Localised Web-Based Peer Support Programme for
the ISEAN-Hivos Program shall be engaged for 3 months for with duration
between the periods July 1st week, 2012 to Sept 4th week, 2012. The target
date for the task completion is by the end Sept, 2012. Maintenance and
moderation of web-based peer support programme shall be engaged for 1 year
with duration between the periods Oct 1st week, 2012 to Sept 4th week, 2013.
An Expression of Interest (EoI) Letter, together with the applicant’s CV
