Background
General Assembly Resolution 65/234 on the follow-up to the ICPD beyond 2014 calls on UNFPA, in cooperation with all relevant organizations of the UN system and other relevant international organizations, to "undertake an operational review of the implementation of the Programme of Action (PoA) on the basis of the highest-quality data and analysis of the state of population and development, taking into account the need for a systematic, comprehensive and integrated approach to population and development issues".
As a part of the review, UNFPA Indonesia, in collaboration with BKKBN, and other related agencies will conduct a Global Survey on the implementation of ICPD Programme of Action. The survey may capture and reflect the past and current condition of ICPD PoA, the achievements, enabling and facilitating factors, the constraining factors, and the future direction on the issues. In order to get complete picture of the implementation of ICPD PoA, the respondents of the global survey should include government institutions, NGOs, academicians, experts, parliamentarians, religious/traditional/community leaders, young people, and women organizations. To gather input for the global survey from different stakeholders, three thematic meetings i.e. on population and development, on reproductive health, and on gender will be organized ahead of the completion of the global survey.
In preparation for the three thematic meetings, background papers on PD, RH, and gender will be developed through a consultancy. The background papers will presented during the thematic meetings and will frame the substantive issues that need to be discussed. Each background paper will be structured around the scope of the Global Survey.
Outputs
1. A ten page background paper on the implementation of ICPD related to Gender Equality;
2. Delivery of presentation summarizing the findings of the background paper during the relevant thematic meeting;
3. Facilitation of the thematic meeting, including but not limited to: input on who is invited; methodology of meeting; identification of moderator
4. Preparation of questions to generate discussion during thematic meeting.
The outline of the background paper is to be discussed with the NPO prior to document preparation. The consultant will be expected to gather necessary information through desk review and consultation with stakeholders.
Each of the background paper should contain among others but not limited to:
a. Past and current condition of the issues;
b. Current achievement on the issues;
c. The enabling and facilitating factors on the issues;
d. Constraining factors on the issues;
e. Future directions on the issues.
f. Identification of Gender related issues not addressed or missing from the Global Survey
Criteria of the Consultants
The consultant should meet the following criteria:
• Graduate Degree in Social Science or related academic with at least 15 years experience working in advancing Gender Equality and/or ICPD;
• Experience in writing analytical reports/publication on gender equality issue (please provide weblink or document)
• Experience with national stakeholders or women machineries in Indonesia
• Have an extensive network with local women's organization or civil society working on gender issues
• Knowledgeable about Gender Issues in Indonesia;
• Work experience in UN systems is an advantage.
Duration of Consultancy
The maximum duration of Consultancy is ten working days.
Schedule of Consultancy
The consultancy will be undertaken in the month July 2012 - August 2012.
Supervision
The consultant work will be under the overall supervision of UNFPA Representative, and day-to-day collaboration with the NPO Gender.
Payment Schedule
• Consultancy fee will be paid upon submission of a final draft background paper on the Implementation of ICPD related to Gender Equality.
