situations of disability or vulnerability, whatever may be the cause and
the environment underlying that situation (extreme poverty, exclusion,
deficient social and health systems, serious violation or denial of

Since 2010 Handicap International implements inclusive Disaster Risk
Reduction activities to support vulnerable communities and schools in
Kupang, TTS and Belu districts of NTT province.
In 2012 - 2013, Handicap International aims to support the inclusion and
participation of women, children and people with disability in DRR in
communities and schools of remote and rural areas of the target
districts by strengthening inclusive DRR at community, district,
province and national level. Primary focus will be on supporting the
capacity of sub-national actors including BPBD, Dinas PPO, Dinas Sosial
and local civil society organizations and developing sustainable
mechanisms to transfer knowledge and skills to local stakeholders,
ensuring that DRR plans and their implementation are inclusive of the
needs of the most vulnerable groups.
Handicap International is currently looking for some positions for its office in Atambua, Belu, NTT:
Position Title : Disaster Risk Reduction Project Officer (PO)
Location : Atambua, Belu, NTT
Closing date : June 22, 2012
TASKS/RESPONSIBILITIES
Under the line management of the Project Coordinator, the DRR Project
Officer will organize, implement and monitor the activities of the
project in Belu district. She/he will have to do very frequent visits to
the field in some remote villages areas in Belu District and other
covered areas of the project as necessary. The tasks in particular are:
* To plan, implement, monitor and evaluate the training, workshops, exposure visits and awareness raising sessions
* To ensure good partnerships with Local Civil Society Organizations and
relevant technical government agencies (Dinas Sosial, Dinas PPO, BPBD)
* To develop a network on DRR in the district and province and provide
technical support to improve coordination mechanism among government
agencies
* To support the advocacy towards Parliament, Government and Bappeda
* To manage a team of two (2) facilitators
* To work closely with the Project’s Communication Officer to provide information to develop relevant IEC tools and guidelines
* To participate to the development, compilation, replication and
dissemination of lessons learned, best practices and IEC tools at local,
province, national and regional level
DUTY STATION: The DRR Project Officer will be based in Atambua, Belu, NTT with frequent travels to remote areas in the district.
PERSONAL QUALIFICATIONS AND REQUIREMENTS
Essential:
*Master Degree
*Minimum of 2 years in DRR project, preferably in NTT
*Legitimate and willing to ride a motorbike for working purpose
*Fluent in English
Desired:
*MA (S2) in Social Science/Management or any other discipline related to emergency
*Experience in Disability issue and/or DRR will be an asset
*Strong Management skill
Initial contract will be for a period of 12 months with a renewal until the end of the project.
