Country: Global
Organisation: SNV – Netherlands Development Organisation
Program: Reducing Emissions from
Deforestation and forest Degradation (REDD+)
Project: Regional
REDD+: Indonesia REDD+ Program
Abstract: Consulting
services to support development of REDD+ in Indonesia
Duration: 35
Days
.
1.Background:
SNV is
planning to scale up activities in Indonesia to support the millions of
disadvantaged people living on the archipelago. SNV will concentrate activities
around four key sectors:Agriculture, Water,Sanitation and Hygiene, Renewable
Energy and REDD+. For the REDD+ sector SNV commissioned a report
and undertook a scoping mission in January 2012 in order to better understand
the current REDD+ landscape in Indonesia; to meet the various stakeholders and
to identify potential needs. It was decided that SNV would focus on 4 of SNVs 6
key ‘’Intervention Areas’’. These
are:
1. Low Emission Development Plans:The
Government of Indonesia has set ambitious GHG emission reduction targets. Low
Emission Development Plans need to be developed at the sub national level to
balance the competing need for land for agricultural expansion, energy and REDD+
activities. SNV will work with the relevant sub national jurisdictions to
support development and implementation of such plans, whilst ensuring benefits
to the local communities;
2. Participatory Forest Monitoring: REDD+
presents opportunities to capitalize on local communities’ knowledge of forested
areaand provide them with the opportunity to have greater inclusion and
responsibilityover the forested area: The scope for PFM in REDD+ applications,
such asSafeguard Information Systems, Monitoring and potentially Measuring,
Reporting and Verification of carbon stocks needs to be further examined;
3. Sustainable Agriculture: to
deliver lasting solutions any REDD+ mechanism must bring real benefits to local
communities. It is necessary to explore the suite of livelihood options in the
agricultural sector which complements efforts to reduce deforestation and
degradation. Interventions can take place at the macro level to influence
industry standards to ensure companies reduce their impact on forested areas;
and/or the local level around forested areas to better understand and
supportactivities which reduce the impact on forested areas while enhancing
benefits to communities;
4. Reduced Biomass Local Energy Solutions:introducing
reduced biomass local energy solutions in areas where firewood is being used
unsustainably as a local energy source for households and small scale
industries, helps reduce emissions. There are opportunities to introduce such
Renewable Energy options in strategic locations in Indonesia.
It has
also been decided that SNV should explore the issue of (5) Bundling REDD+ paymentswith other ecological services, in
particular watershed protection in ecological restoration concessions.
Therefore it is requested that the consultant also explore such opportunities.
This consultant will work
closely with the SNV Global REDD+ Advisor in order to
design concrete activities (field based and national level)in Indonesia in
these fivePriority Areas.
2. Tasks of the consultant:
1. Learn about SNVs work in Agriculture, Renewable Energy, and
REDD+ Sectors [in particular the REDD+ sixkey Intervention Areas]; liase
closely with
the SNV REDD+ Global Coordinator and wider team;
2. For each
of the 5 Priority Areas identified carry out an initial scoping assessment to
determine on-going (as well as past) activities being implemented in Indonesia
and suggest the best strategy in the context of Indonesia[sub
nationalLow Emission Development Planning, Sustainable
Agriculture,Participatory Forest Monitoring,Reduced Biomass Local Energy
Solutionsand Bundling REDD+ Payments;
3. Produce
a report summarising strategy and program description for each of the Priority
Areas;
4. Based on
internal feedback of the initial report, undertake a more detailed assessment
to determine actual country specific activitiesfor the 5 Priority Areas.
Efforts to link activities across the Priority Areas should be made;
5. Provide
detailed description of the Activities for the 5 Priority Areas [Action Plans];
this must include the actual geographical sites for implementation [and
rationale for the sites]; description of local partners [government, institutes
and local and international NGOs] to work with in the area; Outcome, Outputs
and Activities; and indicative costs;
6. Carry
out visits to potential field sites; engage with local stakeholders to validate
and provide further details for the reports; and
7. Carry
out donor mapping and identify donors interested in the different [Action
Plans] as well as upcoming possible calls.
3.Expected outputs and deliverables:
The Consultant should
provide the following deliverables:
(a) Initial
report detailing on-going work and potential strategy for the 5 Priority Areas.
This should be completed 2 weeks after start of the assignment and submitted to
the Task manager before moving onto the Action Plans.
(b) Detailed
reports and Activity Plans for the 5 Priority Areas based on the agreement with
the structure and contents for the Action Plan
4. Timeframe and Location
The
consultant will be recruited for a total of 35 days to be completed no later
than October 14th.Field visits by the consultant are expected.
5. Expressions of Interest
Expressions
of interest for this assignment should consist of:
(i) letter of interest
(including an indication of your daily rate and field costs),
(ii) a short description
of the methodology to be used (including TORs for the Action Plans) and
(iii)
CV detailing experience directly relevant to this assignment.
Please send
expressions of interest to Richard McNally, SNV Vietnam (rmcnally@snvworld.org) by 5:00pm Wednesday 18
