Islamic Relief Worldwide is an International Non-Governmental Organization
(NGO) established in Birmingham, UK in 1984. Islamic Relief has a
consultative status (special category) with the economic and Social Council
of the United Nations is full member of British Overseas NGOs for
Development (BOND) and a signatory to the code of conduct for the
International Red Cross and Red Crescent Movement and NGOs in Disaster
Relief. It seeks to promote sustainable economic and social development by
working with local communities through relief and development programmes.

Islamic Relief Indonesia is part of Islamic Relief Worldwide which has been
working in Indonesia since 2003. Islamic Relief Indonesia provides service
and support to the communities in mandate areas, based on the MoU with
Department of Home Affairs. There are some initiative sectors under
Emergency and Development program such as Shelter, Water and Sanitation,
Health and Nutrition, Livelihood, Orphans, Education, Marines Fisheries, and
Disaster Preparedness and Response. Through these sectors, Islamic Relief
Indonesia plays significant role in alleviating the suffering and poverty of
the world's poorest people.

Islamic Relief Indonesia seeks to hire committed and experienced person for
the following:

Position: Individual Consultant - Construction

Base: Banda Aceh / Singkil - NAD

Duration: 2 (two) months

Overall Responsibility

The Construction Consultant will oversee the implementation of best
practices. S/he will make compile reports to include best practices which
will enable IRW to not only track progress, challenges, but also assess
program impact on the target population.

S/he will develop a consultative forum within IRI with a view to capture all
applied and intermediate technologies and best practices in construction
related programs.

S/he will offer a platform of sharing best construction practises to the
benefit of IRI programs.

The Consultant will develop a comprehensive network within IRI and work with
respective colleagues sector heads or their designates where construction
programs are being implemented.

Main duties and responsibilities:

1. Develop IRI consultative construction forum

2. Develop a peer interaction and sharing construction forum to discuss
challenges and solutions

3. Establish and maintain a 'user-friendly' monitoring system to track
indicators for project

4. Network with construction and shelter forums to articulate best
practices for housing, schools, health facilities, environment friendly
techniques.

5. Reach out to organizations that deal with the vulnerable groups the
aged, disabled (physically and visually) with a view to incorporate their
needs in IRI constructions.

6. Collect and document case studies for the purpose of fund raising and
awareness creation.

7. Develop effective construction systems to be incorporated in various
field operations.

8. Create a performance improvement culture in construction related
programs that allows adequate interaction and research.

9. Work with program staff to develop appropriate objectives, indicators
and tools to measure effects of interventions and identify ways to provide
local feedback of results.

10. Periodically and regularly carry out real time monitoring and
evaluation of construction programs. Provide instant feedback.

11. When called upon, conduct needs assessments with a view to incorporate
observation into strategic plans and proposals.

12. Work with project heads to establish specific performance plans with
clearly defined and adequately detailed indicators for constructions under
review share the same with relevant country heads.

13. Whenever called represent Islamic Relief to local and international
NGOs, Government authorities and other institutions as is necessary.

14. Develop standard operating procedures for all constructions ( SOP)

Person Specification:

Experience/Education:

. Relevant civil engineering qualification.

. Five years minimum experience in responsibility for reconstruction
or rehabilitation project management

. Previous experience working with Construction Firm

. Capacity to work under pressure

. Computer literate with fluency of using Microsoft Word, Excel,
internet and email packages

. Experience of communicating and representation with a range of
people, organizations and cultures, Problem solving from different angles,
allowing for an integral vision of situations.

Skills

. Self-starter who is able to work collaboratively across functional
areas to achieve organization and personal performance objectives.

. Demonstrated ability to conduct/oversee evaluations, reviews,
assessments, etc.

. Experience in the evaluation of development projects using a range
of qualitative and quantitative methods.

. Flexible

. Knowledge and practical understanding of and ability to work
within both relief and development NGO contexts.

. Proven record of effective management

. Ability to work in a team

. Good IT skills

. Communication skill and report writing

. Problem solving

. Research

Language:

. Fluency in English (written and spoken)

Disposition:

. Flexible & Patient

. Ability to work on your own initiative as well as a part of a team

. Sympathetic with aims & objectives of Islamic Relief

. Empathy with & understanding of the basic teachings and values of
Islam.
