Job description
1. Introduction
Hivos currently has a vacancy for an experienced Human Resources Officer
who will be posted in the Hivos Regional Office Southeast Asia, located
in Kemang (Jakarta). The Human Resources Officer will report directly
to the Director of Hivos Regional Office Southeast Asia and coordinate
intensively with Hivos Programme Managers and Project Officers.
2. Main responsibilities
The responsibilities of the Human Resources Officer include:
• Prepare, coordinate and finalize recruitment procedures for permanent
staff, contract staff and casual staff as well as consultants (up to
around 100 persons);
• Manage all routine staffing issues, including administration, payroll
(in cooperation with finance), mutations, transfers, mobilization and
demobilization and other personnel-related matters of both national and
international staff;
• Maintain a reliable personnel administration for Hivos staff including
all permanent staff, project staff, casual staff and consultants;
• Contribute to personnel policy arrangements in cooperation with Hivos
management, Hivos ROSEA workers’ council and programme managers and give
advice as requested;
• Maintain well-ordered administration and filing system in compliance
with Hivos administration requirements and procedures and in line with
Hivos project arrangements;
• Provide support to regional offices which may require incidental travel;
• Undertake HR-related procurement activities as needed by the programme in cooperation with other staff;
• Provide incidental support to other Hivos staff members when required.
3. Qualifications
The Human Resources Officer is expected to be a mature professional with the following qualifications:
• A relevant education
• Good knowledge of and experience with personnel and human resource matters
• Good knowledge and experience with processing expat documents
• Advanced knowledge of major word-processing and spreadsheet applications
• At least five years prior experience as a Human Resources Officer or
similar position with strong exposure to human resource management;
• Able to work independently and take initiatives, but also be a team worker;
• Excellent communication skills and ability to create a team spirit in the office;
• Excellent command of English
Knowledge of and experience in working with Indonesian civil society
organisations or an international funding agency will be a distinct
advantage.

A competency test will be part of the selection procedure.
The position is Jakarta-based for one year, but may be extended.
4. Remuneration
Remuneration is competitive with what is offered by most other INGOs
based in Indonesia. The net salary for the Human Resources Officer will
depend on qualifications and experience. The secondary benefits include a
13th month (THR) and health insurance.
