Short Term Vacancy for Senior Health Consultant to Produce Costed Implementation Plan of National Child Survival Strategy

Purpose:
  In efforts to accelerate the decline in mortality of infants and under-five children to the achievement of Millennium Development Goals by 2015, the Ministry of Health of the Republic of Indonesia, supported by UNICEF has initiated a draft of National Action Plan on Child Survival (RAN KHA).
Child Health Directorate of the Ministry of Health and UNICEF have already at the stage of completion of the RAN KHA document. However, the document cannot be translated into operational plan if it is not providing estimates of funding needs to run the plan. To get the amount of funds that suit the interventions to be accelerated, a costing exercise and process needs to be done by incorporating tools that fit the needs of the RAN KHA Indonesia.

International organizations such as WHO, UNICEF, World Bank have developed several costing tools. Adaptation of these tools according to the needs or purpose of each programme planning will be required. In relation with the era of decentralization in which the action plan will be executed by the district / municipal government the tool needs to be reviewed, adapted and modified so that the tool can be used by the RAN KHA.

The government-led team RAN KHA does not have the expertise and and time to perform activities related to costing and reviewing health economic tools. This activity requires a consultant who can assist in the estimation of RAN KHA and also to recommend funding needs to be used by the action plan.
 Goal

The overall goal of the costed implementation plan is to provide a measurable strategy to boost national achievement in improving the coverage of core child survival interventions that would result in decreasing mortality of children under age of five in Indonesia. The objectivesof costing component are:

1.      To provide realistic milestones and measurement of health economic inputs in achievingnational targets in both the short and medium term;
2.      To provide important information to policy makers at national and local level to prioritize the budget for a cost effective intervention as stated in the RAN KHA;
3.      To provideclarity of roles between the central, provincial, and local governments in the financing of Ran KHA, and;
4.      To provide a costing tool that can demonstrate a plan with health economic efficiency in accordance with regional and district conditions
Methods

Consultant(s) will work closely with the Directorate of Children's Health, especially the RAN KHA etam. Consultant(s) to carry out assessment activities, data collection, consultation and other activities related to costing component of RAN KHA. The consultant will report on any activities and progress of activities to the UNICEF Health and Nutrition Specialist in Jakarta and the Director of Child Health, MoH. The methodology will include:
1.      Reviewing the various costing tools that have been used to calculate the resource requirements in health programs, especially related to child health interventions
2.      Develop simple excel-based tools to estimate costing needs RAN KHA implementation costs at the national level
3.      Compute / apply the resources needed for implementation of the RAN KHA by using a tool adapted and developed from various tools at the national level
4.      Develop tools to estimate costing needs for Ran KHA implementation costs at the district / city.
5.      Recommend a funding strategy to meet the needs of the child survival strategy in particular on costs from public funding.
Consultant(s) is responsible for completing all the stages in the calculation of the cost of RAN KHA. Consultants can submit results to the Child Health Directorate Ministry of Health and UNICEF Health and Nutrition Jakarta if it is found in every stage of this implementation.
Wherein each of the three stages of reporting on the implementation phase of activity will be reported to the Directorate of Child Health and UNICEF Jakarta

Schedule
Estimated duration of contract: 25 June – 16 August 2012 (42 days). As soon as the contract is completed, the consultant may commence with the methodology workshop for finalizing the tools.
The implementation phase consists of:
·         The preparation phase which includes inception report, proposal development, and approval of activities (June 2012)
·         Implementation phase which consists of three main activities (July- August 2012)
·               study tools
·               Develop tools
·               Costing RAN KHA
 Deliverables

1.      Reviewthe results of costing tools related to child survival interventions
2.      Guidelines on costing and Computerprogramme (in excel) that is used to calculate the needs for RAN KHA implementation costs at the national level
3.      Computerprogramme (in excel) that are used to calculate the needs for RAN KHA implementation costs at the subnational level (few examples)
4. The reportestimates the cost requirements RAN KHA implementation at the national level

Qualifications required·         Doctoral level degree in Health, Economy or related degrees
·         Minimum 10 years’ experience in academic settings or international organisation.
·         Expert on health economics, epidemiology, biostatistics, and health policy backgrounds will be required in this consultancy. The consultant has to work with MoH of Indonesia, district health staff and partners working in the area of health. Prior experience of consultancy to international donors.
