Title:  Program Officer (National Level)
Start Date:  August 15, 2012
Location:  Jakarta base, with periodic travel within Indonesia and Timor Leste
Contract:  One year, renewable annually
Reports to:  World Education Indonesia Country Director


Contracting Organization:
World Education (WE) is a US-based non-governmental organization
dedicated to improving the lives of the poor through education,
economic, and social development programs.  The organization has been
active in Indonesia since 1994 where its programs have focused on
natural resource management, agricultural support to farmers,
community conservation, basic education decentralization, financial
literacy assistance, and corporate social responsibility.  World
Education recently was awarded a project in Timor Leste that, for now,
will be administered from the Jakarta office as well.

Position Description:
World Education is looking to hire a mid-career development
professional to fill a vacancy for the position of Program Officer
(National Level).  The Program Officer (PO) would work across World
Education Indonesia’s projects, providing administrative, technical,
and program development support.  While the PO would support all World
Education programs, particular focus would be paid to two programs
with similar technical focus, one five year NZAID funded program in
Timor Leste where WE provides agricultural and financial literacy
support to members of a partnering microfinance organization, and one
two year program in West Kalimantan where WE provides the same
services to a second partner microfinance organization.

The ideal applicant would have a minimum of 5 years experience in
development, some background in financial management, and a technical
specialty in at least one of the following sectors: education,
training, agriculture, civil society development, natural resource
management.

Duties:
The program officer will be expected to perform the following tasks:
-    Support World Education Indonesia’s administrative team to gather
and process accurate financial data for use in management and
reporting
-    Deploy to Timor Lesteand West Kalimantan periodically to support the
World Education teams there with administrative, technical, and
partner relationship management support as needed.
-    Work with World Education Indonesia’s senior management to support
new program development.  Activities under this heading could include
sector analysis, assessment of potential partners, building
relationships with potential partners, attending working group
meetings, and other similar tasks.
-    Deploy for short term assignments within Indonesia to support other
WE projects and new program development.
-    Support the preparation of project reports through writing sections,
preparing tables and charts, and supporting the analysis of small data
sets as needed.
-    Assisting World Education projects with research support as needed.
-    Other related tasks as determined by the senior management.

Qualifications:
The ideal applicant would be a mid-career development professional
with a minimum of 5 years experience who would possess the following
characteristics:
-    Technical specialty in at least one of the following sectors:
education, training, agriculture, civil society development, natural
resource management.
-    Experience with financial management
-    Experience with monitoring and evaluation
-    Fluency in Bahasa Indonesia and English
-    Knowledge of Tetum language desirable
-    Expertise in Microsoft Word and Excel, with knowledge of statistical
research software desirable but not required
-    Willingness to travel on short notice for periods up to 3-4 weeks at a time
-    Excellent interpersonal skills and ability to communicate ideas
clearly in both English and Bahasa Indonesia
-    Bachelor’s degree in a field relevant to development (Ex: Education,
Economics, Agriculture, Sustainable Development, etc.) required.
Masters or additional graduate level training is preferred.
