POSITION TITLE: IT and Radio Communication Senior Officer
LOCATION: Jakarta, Indonesia
DURATION: 1 year from preferably 15 August 2012
REPORTS TO: Country Representative
ORGANISATION: Australian Red Cross (ARC)

POSITION DESCRIPTION:

The IT and Radio Communication Senior Officer's main role is to provide technical support on IT and radio communications in ongoing ARC programs aiming to strengthen the disaster management capacity of the Palang Merah Indonesia (PMI).
Under the overall coordination of the Country Representative, the IT and Radio Communication Senior Officer's will be monitoring the setting up of operational command posts or Poskos at provincial and district level in current target areas (South Sulawesi, East Nusa Tenggara and West Papua), as well as future target areas in other parts of the country. Ensuring sustainability of the systems is a necessity.

The IT and Radio Communication Senior Officer will have to work in close collaboration with PMI Headquarters, provincial and district branches, as well as other key stakeholders, such as Orari, and selected companies.

The IT and Radio Communication Senior Officer shall:
- Monitor the progress of setting up of Poskos, in particular the installation of IT and radio systems
- Initiate and monitor Posko-related procurements
- Monitor expenses and payment process of all Posko-related contracts
- Identify local service capacity to support technical installation, maintenance and repair
- Conduct training of PMI operators and technical staff (for maintenance and repair)
- Coordinate with, and provide support to PMI on the control and monitoring of Posko-related contract management issues (particularly for maintenance and repair of the installed equipment)
- Track the working plan to ensure the project is not delayed and executed as planned
- Facilitate coordination meetings with PMI at Headquarter, provincial and district level on Posko-related issues
- Share information transparently
- Carry out any other activities as required

ESSENTIAL QUALIFICATIONS, EXPERIENCE and SKILLS:

Education: Bachelor (S1) degree in Communications Engineering, Information Technology or equivalent

Experience:
- Minimum three years experience in installation of IT and radio communication systems
- Similar experience in an international organization and/or RC/RC is an advantage
- Minimum three years experience in procurement and development and maintenance of preferred suppliers' networks

Skills:
- Thorough knowledge of IT and radio communication systems
- Ability to work in a team as well as independently
- Excellent communication and negotiating skills
- High level of computing ability, proficiency with Windows Microsoft Office is essential
- Ability to work in a diverse cultural environment
- Excellent oral and written communication in Bahasa Indonesia and English
- Strong analytical skills and operational focus

General :
- Proactive attitude
- Willingness to travel and work under pressure
- Knowledge of the RC/RC Movement and its guiding principles is an advantage

ACCOUNTABILITIES

1) Program Development
KEY TASKS
- Understand the ARC and PMI planning and project cycle
- Serve as a liaison for PMI and ARC on all IT and radio communication related issues

KEY PERFORMANCE INDICATORS
- Poskos are operational with functional 24/7 IT and radio communication systems before the end of the project
- PMI is happy for RC to continue to support with setting up of Poskos in other parts of the country

2) Procurement
KEY TASKS
- Initiate and carry out procurements: prepare requisitions, comparative bid analysis, contracts with suppliers
- Develop preferred suppliers networks

KEY PERFORMANCE INDICATORS
- Up to date preferred supplier's lists
- Expenses for Poskos kept within budget limits
- No complaints received about quality of procured items before the end of the project

3) Monitoring
KEY TASKS
- Regular contact with stakeholders through email, sms, or other
- Regular visits to target areas
- Proactively searching for solutions for any arisen problems

KEY PERFORMANCE INDICATORS
- Poskos are operational with functional 24/7 IT and radio communication systems before the end of the project
- PMI is happy with the Poskos

4) Sustainability
KEY TASKS
- Ensure sustainable maintenance and repair mechanisms are in place, preferably at local level
- Training of PMI operators and technical staff

KEY PERFORMANCE INDICATORS
- Negotiated maintenance and repair agreements for installed equipment and PMI commitment
- Trained technical staff and operators able to maintain and repair the systems without external support

5) General
KEY TASKS
- Provide briefings on progress and ARC's role as required
- Comply with all ARC/PMI/IFRC policies and procedures including security guidelines
- Uphold the fundamental principles of the RC/RC Movement

KEY PERFORMANCE INDICATORS
- Prepare all documentation in accordance with the ARC and/or or PMI procurement guidelines
