International Organization for Migration (IOM) Indonesia is looking for 7
(Seven) Project Assistant (DRR Facilitator II) according to the terms
of reference below.

Position Title : Project Assistant(DRR Facilitator II) – 7 Positions
Classification : General Service Staff, Grade 4
Project :Strengthening Disaster Management Capacity & Community
Resilience in West Java
Duty Station : District (Ciamis, Tasikmalaya, Garut, Bandung, Cianjur, Sukabumi,
Bogor), West Java - Indonesia
Type& Durationof contract :Special All Inclusive Contract, 3months, with possibility of extension
General Function:
Under the direct supervision of DRR Coordinator and the overall
supervision of the Head of Sub-Office, the Project Assistant (DRR
FacilitatorII) will be based in district satellite office and
responsible for the planning, implementation and monitoring of the
Disaster Risk Reduction (DRR) components at district level in West Java
Province. In particular, the incumbent will be responsible for the
following:
1. Under the supervision of DRR Coordinator, ensure that all DRR
components of the project are implemented in line with the approved
proposal, project action plans and log-frames;
2. In coordination with DRR Coordinator, develop work plan and
day-to-day project implementation activities at district level;
3. Develop planning session/workshops with government and other
stakeholders to expand on project activities, timeframe and expected
results;
4. Work closely with District Engagement Facilitator in the
districtto build and maintain liaison with government and relevant DRR
stakeholders and platforms at district, sub-district and village level
and facilitate bilateral or multi-lateral meetings at those level;
5. In coordination with District Engagement Facilitator, carry out
advocacy and lobbying activities to various government departments at
district, sub-district and village level to ensure their endorsement and
participation in the project implementation especially in establishing
district level Disaster Management Plan (RPB) and Resilient Village
(Desa Tangguh);
6. Under the coordination of DRR coordinator, carry out various
strategic planning and activities in developing District Disaster
Management Plan and “Resilient Village” targets;
7. Provide technical assistance and capacity building to District
BPBD, relevant government offices and targeted communities pertaining
DRR;
8. In coordination with District Engagement Facilitator, actively
participate in government coordination and development planning
mechanism at various levels (district, sub-district, and village) to
ensure that the Project stays in tune with local issues and development
plans related to DRR and to encourage DRR mainstreaming into the
government development priorities;
9. Representing IOM at district level in DRR relevant coordination meetings and working groups;
10. Provide timely inputs for narrative, progress reports and updated data to DRR Coordinator;
11. Provide timely inputs to DRR Coordinator in the development and
dissemination of lessons learned and best practices of the project;
12. Represent IOM to stakeholders, government, line-agencies and other NGOs in relation to the Disaster Risk Reduction issues;
13. Promote and raise awareness of IOM’s activities to all relevant
DRR stakeholders at local level through various DRR awareness raising
activities and dissemination of IEC materials engaging government,
partners, stakeholders and the public at local level;
14. Act with integrity and professionalism and in accordance with IOM’s Code of Conduct, at all times;
15. Perform other duties as may be assigned by HoO.
Desirable Qualifications:
Education, Experience & Competencies:
Minimum Diploma degree(D3), preferably in environment, disaster
management, social science, or alternatively, combination of related
education and professional experience. At least four years of
professional experience with Disaster Risk Reduction (DRR) and/or
Community Based Disaster Risk Management (CBDRM) Project. Experience
working in International or local NGOs, government DRR platform.
Good understanding of national and sub-national DRR system, framework
and regulations. Strong coordination and facilitation skills. Previous
and relevant experience working with community mobilization
participatory approach and/or monitoring evaluation activities. Ability
to prepare quick and concise reports.
Willingness to travel to implementation areas in various areas as
necessary. Personal commitment, efficiency, flexibility, drive for
results, respect for diversity, creative thinking, and punctual.
Excellent interpersonal skills and demonstrated ability to work
effectively in team situations.
Languange :
Fluency in English and Bahasa Indonesia both written and spoken. Ability to speak Sundanese is an advantage.
