Job Summary
*Australia’s Education Partnership with Indonesia* (the Education
Partnership) is currently the largest intervention funded by the Australian
Government anywhere in the world. Through the Education Partnership
Australia supports the Indonesian Government’s long-term strategy to
strengthen and consolidate its national education system, with a particular
focus on the current Indonesian five-year plan (2010 – 2014) and support
for the initial stages of the subsequent five-year plan (2015 – 2019).
The Education Partnership builds on the successes of previous Australian
Government supports to the Indonesian education sector by strengthening
government systems. Under the Education Partnership, there are three
managing contractors and the largest, School Systems and Quality (SSQ)
contract, is managed by Cardno. SSQ covers three components, each relating
to a different aspect of the Education Partnership.

Each of the SSQ-supported components is national in scope, supporting
existing government structures. Component 3 supports the MoRA’s five-year
plan to achieve universal national accreditation of private madrasah
(Islamic schools) in the Islamic education sub-sector.

The Islamic Schools Accreditation Component (Component 3) of the SSQ
program works closely with the Ministry of Religious Affairs and its School
Accreditation Unit. Component 3 will be working will be managing block
grants to 1000 madrasah and 14 subnational partners by June 2013. In June
2012, 566 madrasah and 7 SNIP are being supported in their implementation.
In this regards, we are looking for qualified candidates for the following
position:

*SUB-NATIONAL INSTITUTIONAL CAPACITY DEVELOPMENT ADVISOR: DISTRICTS *

The Sub-National Institutional Capacity Development Advisor: District
Offices of will work closely with the other Subnational institutional
capacity development advisor as a team to support MoRA to improve its
capacity to manage the implementation of key elements of its RENSTRA and in
particular the roll out of accreditation for Madrasah. Their work will be
differentiated into Provincial and District support, with the flexibility
to integrate approaches at both levels.

Key Responsibilities

Job Key Responsibilities

The Sub-National Institutional Capacity Development Adviser: Districts must
have the following skills:

  - Post-graduate qualifications (or equivalent experience) in education
  and in Islamic education is highly desirable;
  - Experience working with religious schools and / or Islamic education
  systems that are not well integrated into the national education framework;
  - Up to 5 years experience in program management in a decentralized
  developing country context;
  - Ability and experience working within a large, culturally diverse team
  of operations staff, delivering on all aspects of operational requirements,
  and promoting a culture of customer service;
  - Strong interpersonal skills, excellent written and verbal
  communication skills, and an ability to affect positive working
  relationships with a wide variety of stakeholders at senior levels;
  - Bahasa Indonesia is essential, high level English language skills are
  desirable.
