II. Organizational Context and Scope
Under direct supervision of the RCA Programme Coordinator (Java
Region) and the overall guidance of the Deputy Chief of Mission, the
incumbent will be responsible for coordination and implementation of all
relevant project activities. In most instances, it is expected these
activities will fall under the general care for irregular migrants
(IMs) with a specific focus on the Regional Cooperation Agreement (RCA)
and assist with Government Socialization Initiatives
.
III. Responsibilities and Accountabilities
1. Maintain regular liaison with Officials at the Local Police
Office (PolSek) and local Office of Immigration (Kantor Imigrasi);
Immigration Detention Centre (Rudenim).
2. Represent IOM in local regional meetings and workshop/training,
if/when requested by the RCA Programme Coordinator (Java Region).
3. Provide ad-hoc support to local authorities in areas related to identification and handling irregular migrant.
4. Conduct awareness raising campaign to sensitive local
authorities and population at large on issues relating to irregular
migration, people smuggling activities and international commitments of
Indonesian Government.
5. Coordinate for the care of IMs under IOM auspices in his/her
area of responsibility and in strict compliance of the agreed IOM
Operational Guidelines.
6. Monitor Irregular Migrants activities and ensure that all basic
services are provided to all Irregular Migrants (IMs) under IOM auspices
in a timely and efficient manner. Basic services to be accommodation
facilities, basic personal supplies and toiletries, security and medical
assistance, including psycho-social counselling.
7. Visit Irregular Migrants regularly and undertake activities as
indicated in the visit activity / work plan prepared in coordination
with RCA Programme Coordinator (Java Region). Prepare and submit reports
of visit conducted to the RCA programme Coordinator (Java Region).
8. Provide counselling to Irregular Migrants on their option to
continued stay in Indonesia or Voluntary return to country of origin.
9. Coordinate with the Medical and Mental Health teams to ensure
that all Irregular Migrants are provided adequate and appropriate
medical services, including psychosocial counselling.
10. Coordinate with local authorities on Irregular Migrants activities in area of responsibility.
11. Coordinate with other Movements staffs to arrange the transportation for IM’s movement.
12. Update IMs statistics and every single IM’s data under IOM auspices
in his area of responsibility, and share with relevant staff.
13. Update electronic database by finger printing device through designed website.
14. Ensure that all relevant staff is informed of any change in IM’s status.
15. Coordinate with other Movement Staffs for handling resettlement and
voluntary repatriation on IM movement to ensure accurate and updated IM
statistics.
16. Ensure monthly cash allowance for IMs in the community
accommodation are provided in line coordination with Finance Assistant
in Jakarta.
17. Manage the operational expenses and ensure IOM expenditure is based on IOM regulations.
18. Assists IOM Jakarta in locating standard housing accommodation for
migrantsbyIdentify guesthouses that can provide sufficient services at
reasonable prices, Coordinate with accommodation owners and relevant
staffs to ensure that accommodation for Irregular Migrants are within
the agreed standard, Mediate between Irregular Migrants and landlords in
cases of dispute and ensure that issues are properly settled.
19. Provide regional operational support to offices in Java region.
20. Undertake other duties that may be assigned from time to time which are commensurate to the position.

a) Knowledge in assisting emergency operations activities;

V. Education and Experience
a) University Degree in Law, management, Economics, political, social science or business and counselling.
b) At least five years of experience in any of these fields, particularly in dealing with migrants and trainings.
VI. Languages
Fluency in English and Bahasa Indonesia, both oral and written
