of 43 staff. For its SHAW Programme in Indonesia, Simavi is looking for
a:
Senior Programme Officer for the Sanitation, Hygiene and Water (SHAW)
Programme, Yogyakarta, Indonesia (Expected starting date: mid-2012)
The SHAW Programme runs from April 2010 up to December 2014 and targets
communities on the islands of Biak, Timor, Flores, Sumba and Lombok in
East Indonesia as well as the national policy level. It is an
innovative, multi-stakeholder programme which operates along the
sanitation policies with the STBM strategy by the Government of
Indonesia, and aims for scaling up at sub-district and district level.
SHAW wants improved behaviour towards sanitation and hygiene, leading to
households and communities constructing and using facilities for
sanitation and hygiene. Improved drinking water coverage is part of the
SHAW Programme to support the hygiene behaviour change.
The programme is implemented by five Indonesian NGOs under coordination
by Simavi, and has established collaboration with international
NGO's, UNICEF, Government structures from village to national level,
private sector actors as well as the Netherlands Embassy in Indonesia.
STBM at scaled-up level is under development in Indonesia and the SHAW
is at the fore-front of the developments. Also, SHAW is focusing to
sustainability after the programme, including the enabling environment,
as well as giving attention to capacity strengthening of the partner
NGOs.
In general termsYou will work in the SHAW coordination team, assist the
partner NGOs in the implementation and have contacts with other
stakeholders. On occasions, you will represent the SHAW Programme
Coordinator.Together with colleagues and consultants you play an active
role in implementing the programme, monitor progress, provide technical
assistance to partners and contribute to missions. You will report
directly to the SHAW Programme Coordinator in Yogyakarta, Indonesia.A
major element in your work is to look at organisational aspects,
regarding the enabling environment for sustainability as well as the
partner NGOs. The enabling environment needs to be created and/or
enhanced from village to national level in order to maintain the
achievements of the SHAW programme after 2014. Organisational support to
the partner NGOs is needed in conceptual reflections regarding the
development of approaches, the implementation, the monitoring and the
enabling environment at levels from dusun to kabupaten.
Responsibilities
1. Support the coordination of the SHAW programme ;
2. Support the partner NGOs in implementation, strategy development,
PME and documenting ;
3. Assist the partner NGOs in the creation and functioning of the
enabling environment to assure the sustainability of the achievements
after the SHAW programme ;
4. Support and/or facilitate the learning and sharing of information
among the programme actors, and with the actors in the sector in general
;
5. Monitor progress and performance of the SHAW programme on the
basis of reports and field visits ;
6. Ensure timely and quality reporting on the programme to the SHAW
Programme Coordinator ;
7. Active and pro-active communication with Simavi headquarters in
The Netherlands and the SHAW partners involved ;
8. Organise assessments, technical missions and evaluations by
external consultants ;
9. Initiate and manage relations with stakeholders (NGOs,
consultants, government, private sector etc.) ;
10. Represent occasionally the SHAW Programme Coordinator in workshops
and meetings.
skills and required experienceSimavi is looking for a candidate with a
pro-active and reflective attitude, able to operate in a multi-cultural
setting and who has the skills to guide others in a pioneering
environment. The candidate must be a team-player.This position requires
considerable experience in the Indonesian WASH sector working in the
areas of programme management and strategy development. The Senior
Programme Officer should have sector experience at the local and
national level. The applicant should be familiar with current
developments, research, best practices and global policy direction in
the sector at large, and especially in the areas of sanitation (CLTS and
social marketing approaches), hygiene promotion, school sanitation,
environmental programming, drinking water and programme integration with
health and education.
Job requirements
* Minimum of 10 years of relevant working experience in the field of
international development cooperation and civil society processes ;
* Academic level, with knowledge and experience in the field of
development cooperation, possible engineering and civil society ;
* Excellent communication skills in English as well as Bahasa
Indonesia ;
* Sound knowledge of sanitation and hygiene promotion methods, as
well as drinking water programmes ;
* Ability to question and challenge people in a constructive manner,
but also to work with diplomacy and creative problem solving techniques
when interests and opinions differ ;
* Demonstrated ability to set priorities, take initiatives, and get
results in the framework of a strategy;
* Excellent written and oral communication skills to convey complex
and technical issues in a clear, concise manner ;
* Comfortable in a wide range of cultural and operational situations,
demonstrating culturally sensitive behaviour with a diverse range of
people ;
* Team player, but can also work independently and shows initiative ;
* Ability to represent Simavi in various situations.
PeriodThe position is in principle for the period of the programme.
Simavi as a policy initially offers a one year contract, with the
intention to extend the contract for the remaining period of the SHAW
programme.Simavi's intention is to extend and continue its
activities in Indonesia and strengthen its presence. The selected
candidate would ideally also be involved in the process.
LocationThe senior programme officer will be based in Yogyakarta.
However, frequent travel is required to the programme areas as well as
to Jakarta to meet with government officials and other stakeholders.
