Save the Children is a leading, private child-focused non-governmental
alliance of 29 member organizations that works in 120 countries
throughout the world. Save the Children has worked in Indonesia since
1976 to promote health and nutrition, education, child protection,
livelihoods, and emergency preparedness and response. The AusAid-funded
‘Literacy Boost’ project has the goal of improving the quality of
literacy outcomes for early grade primary school students in public
primary
schools in Belu, NTT. The project will mobilize communities and
schools to improve literacy outcomes for students in grades 1-3. It is
designed to cover 20 schools for an initial period of one year. To
address the call of this program, currently Save the Children has an
immediate need for experienced staffs to be part of our ANCP Innovations
“Literacy Boost” program team and will be based in Belu, NTT.
The position we are looking for is:
Senior Project Officer ANCP Literacy Boost (code: SPO ANCP LB) – 1 post, based in Belu, NTT
The post holder will be responsible for overall project management and
implementation of all activities in target schools in Belu, NTT
district. S/he will be responsible for the financial, programmatic
implementation and monitoring of all project activities, and the
development of the project work plan. S/he will ensure that all
activities included in the implementation plan are implemented and
literacy outcomes are assessed. S/he will also produce information to
the Jakarta office for programmatic reports. S/he will report to the
District Coordinator and be supported by a small finance and
administration team in Belu, NTT.
Job Responsibilities:
1. Assist the District Coordinator in establishing the Literacy Boost project detailed implementation plan.
2. Ensure Literacy Boost project activities in Belu are
implemented according to the detailed implementation plan including
leading the technical implementation of the project in the field.
3. With input from outside technical experts, ensure high quality
technical implementation of all project interventions according to
global best practices, and lessons learned from SC programming in
Indonesia and globally. Special emphasis will be placed on coordinating
with Save the Children US outside technical experts who will support
the Literacy Boost project.
4. Ensure close collaboration with local stakeholders including
establishing and developing strong and effective relationships with key
district government officials and non-governmental stakeholders. This
will include collaborating with the local government on school
selection, coordinating teacher training, reporting, and project public
events such as results dissemination. It will also include mobilizing
communities in support of this project.
5. Work with Save the Children US technical experts to validate
and adapt training tools from other countries to the Belu context and
use them to develop a training plan for teachers and communities.
6. Together with the Program Officer and with assistance from
other staff, develop an effective monitoring, evaluation and reporting
system (including documenting activities) to ensure the effectiveness of
project implementation. This will include facilitating the initial and
year-end literacy assessments.
7. Ensure the day to day management and reporting of project
financial resources is in accordance with donor regulations and SCiIDN
policies and procedures.
8. Ensure timely submission of activity, financial, and monitoring
reports in accordance with the Literacy Boost project M&E
framework, donor requirements, and SCiIND requirements.
9. Provide effective management and supervision of one staff member.
10. Ensure that there is close coordination with other Save the Children projects in Belu.
Requirements:
Education: Bachelors University Degree or equivalent in a relevant field.
Skill and Experiences:
· Minimum 4 years working experience with NGO with at least 2
years experience in managing education program with an international
NGO.
· Knowledge and skills in methods to promote improvements in early grade primary education.
· High levels of self-motivation and initiative to establish working relationships at district, sub-district and school.
· Proven skills to develop an implementation plan and then efficiently implement activities.
· Demonstrated ability to write high quality reports and other project documents in Indonesian and English.
· Ability to learn new concepts and implement them in training
others and good capacity to train others in education concepts.
· Proven ability to manage financial resources according to
donor and organization regulations and reporting requirements.
· Strong levels of community and teacher commitment to implementing the project.
· Proven ability to work in a multi-cultural team environment and multi-disciplinary team.
· Strong communication and interpersonal skills.
· Proven and demonstrated written and spoken English and Bahasa Indonesia.
