Catholic Relief Services (CRS) is a US – based voluntary organization
working in more than 80 countries around the world to assist people
victims of disasters, people in need and the disadvantaged regardless of
race, belief or nationality. CRS has been operating in Indonesia for 54
years under the Memorandum of Understanding with the Ministry of Social
Affairs with programs primarily in the areas of humanitarian
assistance, Disaster management and Emergency Response.
CRS/Indonesia is currently hiring for a HR & ADMINISTRATION MANAGER
to be based in Jakarta. This position will report to Indonesia Country
Team Leader. Currently this position supervises an IT Officer and Office
Cleaner.
PRIMARY RESPONSIBILITY
The Administration & HR Manager is part of the CRS/ID Senior
Management Team and is responsible to develop, manage and strengthen the
overall CRS/ID internal administration and HR policy and procedures to
ensure compliance with the Agency’s and donors’ regulation, as well as
with the local laws as applicable. The Administration & HR Manager
represents CRS/ID at Asia regional Management Quality (MQ) Community of
Practice, and may be involved in the Regional MQ projects and
activities.
This position provides effective leadership to oversee all aspects of
country program administration, procurement and human resource
management and development.
On Administration aspect, the overall responsibilities includes, but not
limited to, general office operation and maintenance, purchasing and
procurement, vehicle management, asset inventory management and
reporting, and IT service management. This position shall ensure that
adequate technical support is provided to all staff in regards to the
procurement and use of office equipments. This position also manages and
monitors the visa and working permit status of international staff and
foreign visitors, contracts and leases for office buildings and
international staff houses. On Human Resource Management, this position
manages all aspects of human resources management (from recruitment to
staff performance management), and maintains and updates personnel files
and ensures that the Personnel Manual for the Country Program is
reviewed and updated regularly.
The position is also responsible to monitor legal status for
CRS/Indonesia (MOU and others) and ensure renewal when needed. Maintain
good relations with key government officers in relation to visas and
immigration (DEPSOS, IMMIGRATION, etc.).
HR & Administration Manager will also act as a Security Focal Poin
ensuring that CRS/Indonesia Offices’ safety conditions are according to
the agency and local government standards, included but not limited to
staff safety in the workplace, oversight of guards, vehicle safety,
infrastructure improvements among others; when applicable coordinate
with hosting organization. In collaboration with the emergency team,
plan, develop, and be prepared to implement CRS/Indonesia’s security
plan. Help establish an information network of local and government
agencies that can be instrumental in ensuring that CRS/Indonesia’s
security concerns are met. Regularly test phone tree and manage up to
date phone tree document per current security plans.
QUALIFICATIONS:
* University degree in Management/Business Administration or other
relevant discipline. Masters degree in Business Administration will be
an added advantage.
* At least 5 years of experience at Management level in similar positions.
* Excellent supervisory and leadership skills, organized management style.
* Excellent ability in handling multi-tasking, prioritization, problem
solving, planning, analytical ability and judgment, and negotiation
skills are key to this position.
* Possesses an attitude of service and support;
* Mature disposition in appropriately managing sensitive situations; ability to modulate emotions professionally at all times;
* Demonstrated high standards of professionalism, initiative, pro-activeness, and best stewardship of resources.
* Proven record of absolute personal integrity, honesty and confidentiality are mandatory.
* Positive team behavior and ability to coordinate / cooperate with other departments.
* Proficiency in written and spoken English;
* Proficient in the use of MS Windows and MS Office programs;
* Ability to work independently with limited supervisory direction and guidance.
