Duties and Accountabilities
The Economist will work as a part of the Poverty Cluster, part of the
Poverty Reduction and Economic Management (PREM) network and located in
the World Bank Office Jakarta. The primary objective of the Economist is
to provide poverty analytics and strengthen capacity building efforts
implemented by the Poverty Cluster. He/she will also take a leading role
in strengthening the technical capacities of local research institutes
and government partners to carry out independent and high-quality
analysis. He/she will report directly to the Task Team Leader (TTL).
The position will involve frequent interaction with government
counterparts, universities, research think tanks, other donor agencies,
and counterparts within and across PREM and other countries and regions.
A. Research, Analysis & Technical Assistance
* Design and carry out rigorous applied research on strategic,
analytical, and policy matters concerning poverty reduction, labor, and
social protection;
* Provide high quality technical advice as required in response to
on-demand requests from the Government of Indonesia, development
partners, and from within the Bank;
* Provide interpretation of analytical findings and formulation of key messages from research findings;
* Support identification of evidence-based policy recommendations
concerning poverty reduction, labor and social protection policies, with
a particular focus on provision of “how-to” advice for program reforms,
systems design and implementation;
* Provide high-quality technical advice on matters related to poverty reduction, social protection, and labor strategies;
* Contribute to the formulation, dissemination and implementation of poverty and social protection policies and programs;
* Prepare and deliver research reports and policy memos based on
analytical findings; play an active role in the planning and
implementation of dissemination strategies to promote policy uptake of
evidence-based recommendations;
B. Capacity Building
* Support efforts to build capacity in government and non-government
institutions to improve local capacity to conduct poverty research and
M&E activities.
* Participate in joint analytical projects with researchers from
partner agencies, overseeing the provision of hands-on coaching in the
design and application of research methodologies, analysis of findings,
and preparation of products to disseminate findings (reports,
presentations, memos);
* Assist in the design of analytical tools designed by the Bank and
intended for analysts and researchers from government agencies,
universities and think tanks;
* Coach and mentor quantitative research analysts;
* Prepare and conduct internal training and presentations on selected poverty topics;
C. Other Team Responsibilities
* Represent the World Bank, as needed, at public forums and meetings;
* Contribute to Poverty Cluster planning, budgeting and reporting;
* Assist in the recruitment of Poverty Cluster consultants and staff;
Other tasks as requested by the TTL.
Selection Criteria
The successful applicant for the Economist position will meet the following qualifications:
§ Personal commitment to issues of poverty reduction, vulnerability and equality;
§ PhD in economics (micro-economics, labor and demographic economics,
public economics, economic development, or health, education and
welfare); or equivalent combination of Masters and work experience.
§ Applicants with two or more years of relevant work experience are preferred.
§ Strong analytical skills in microeconomics and an excellent command
of econometrics; experience with large-scale household data.
§ Highly effective communication skills; able to persuasively
communicate in English; demonstrated high quality of written and verbal
communication skills;
§ Excellent interpersonal and negotiation skills, with the capacity to
influence across organizational and multicultural boundaries;
§ Demonstrated commitment to teamwork and knowledge sharing, and working with multidisciplinary teams;
§ Knowledge of political economy in Indonesia related to poverty reduction and social protection is an asset.
