Duties and Accountabilities
The Poverty Policy Specialist will work as a part of the Poverty
Cluster, part of the Poverty Reduction and Economic Management (PREM)
network and located in the World Bank Office Jakarta. The primary
objective of the Specialist is to play a lead role in shaping and
influence Indonesia’s poverty reduction strategies and policies. He/she
will also take a leading role in strengthening local capacities for
policy formulation, implementation and assessment. He/she will report
directly to the Task Team Leader (TTL) of the Poverty Cluster. The
position will involve frequent interaction with government counterparts,
universities, research think-tanks, other donor agencies, and
counterparts within and across World Bank’s PREM network, both in
Indonesia as well as other countries and regions.
A. Technical Assistance, Policy Advice and “How-to” Assistance
§ Stimulate and support evidence-based policy dialogue on matters
concerning poverty, targeting, social protection and the interactions
between growth, labor market outcomes, and an enabling environment for
poverty reduction;
§ Provide high quality policy advice as required in response to
on-demand requests from the Government of Indonesia, development
partners, and from within the Bank;
§ Assist in the interpretation of analytical findings and formulation
of key messages from research findings, supporting the articulation of
policy recommendations based on analytical inputs;
§ Provide “how-to” advice based on global learning for assessing
institutional capacity, implementing institutional and policy reforms,
setting up integrative and coordination systems (including monitoring
and evaluation);
§ Oversee the preparation and delivery of policy memos and briefs based
on analytical findings and recommendations; play an active role in the
planning and implementation of dissemination strategies to promote
policy uptake of evidence-based recommendations.
B. Capacity Building
§ Build capacity in government and non-government institutions to
formulate evidence-based policies, implement policy decisions, and
policy assessments (implementation, impact, cost-effectiveness);
§ Provide support and assistance for the institutionalization and
integration of monitoring and evaluation efforts in the poverty and
social protection sectors;
§ Oversee the design and delivery of trainings for core functions that support evidence-based policy making.
C. Other Team Responsibilities
§ Represent the World Bank, as needed, at public forums and meetings;
§ Contribute to Poverty Cluster planning, budgeting and reporting;
§ Assist in the recruitment of Poverty Cluster consultants and staff;
Other tasks as requested by the TTL.
Selection Criteria
The successful applicant for the Poverty Policy Specialist position will meet the following qualifications:
§ Personal commitment to issues of poverty reduction, vulnerability and equality;
§ Masters in Development Policy Studies, Economics, Political Economy,
or related subjects and at least 5 years of relevant work experience; or
equivalent combination of education and experience;
§ Analytical skills in microeconomics and econometrics is not essential, but will be considered an asset;
§ Previous experience working with government coordination and/or
implementing agencies, particularly with a focus on policy planning,
monitoring and evaluation functions, and inter-agency coordination;
§ Highly effective communication skills; able to persuasively
communicate in English; demonstrated high quality of written and verbal
communication skills;
§ Excellent interpersonal and negotiation skills, with the capacity to
influence across organizational and multicultural boundaries.
§ Demonstrated commitment to teamwork and knowledge sharing, and working with multidisciplinary teams.
§ Knowledge of political economy in Indonesia related to poverty reduction and social protection is an asset.
