Position : Sexual Violence Program Manager, Child Centered Gender
Based Violence Prevention and Response Programming (Position Code:
SVPM)
Reporting to : Program Director
Based in : Jakarta
Functional Summary
To support ChildFund in its work towards securing the rights of girls
and young women to live free from sexual violence through building
knowledge, skills and values of staff and communities to engage in the
complex task of preventing it.
Key Responsibilities
ChildFund International
has developed a Child-Centered Gender-Based Violence (GBV) Prevention
and Response Program Toolkit. The Toolkit focuses on sexual violence
against children of different ages (0 to 18), and has been designed for
use by GBV and child protection program field practitioners in post/
non-emergency contexts in their work with communities in sexual violence
prevention.
The objectives of the Toolkit are to:
Increase ChildFund staff and partner knowledge about sexual violence
against girls and young women;Provide ChildFund staff and partners with
guidance and tools to work with communities to design, implement and
evaluate programs to address sexual violence against girls and young
women;Provide materials and resources for building capacity of
community-based actors to address sexual violence against girls and
young women.
The Project Manager will work with ChildFund-Indonesia to practically
apply and to translate the contents of the Toolkit into a sexual
violence prevention program. The Project Manager will receive an
in-depth training on the Toolkit and will receive ongoing remote and
scheduled in-country technical support visits to implement a three-year
sexual violence prevention project based on the Toolkit.
The Project Manager will work with the Project Director and Sr. Child
Protection Specialist to develop a three-year project with reserved
funds. Components of the project will include the following:
1.1 Lead Assessment/ Mapping:
Developing a situation assessment on sexual violence in the community
including: types and risk factors; care, support and protection
systems and capacity gaps; and on policy and legislative
frameworkConducting capacity assessments with staff and
partnersParticipatory action research exercises with communitiesDecide
with ChildFund Management on appropriate methods for dissemination of
results and use of them to develop project activities
1.2 Participatory project design, implementation and evaluation
Work with relevant stakeholders to identify and implement relevant
sexual violence prevention strategies in line with a public health
approach. This includes strengthening care, support and protection for
sexual violence survivors1.3 Strengthen Competencies of ChildFund
Staff:
Training for management and program staffMentoring coaching and technical support of program staff
1.4 Networking and Partnership Building:
Engaging and forming alliances with partner agencies including community
based organizations, local civil society organizations and government
ministries/ departmentsEstablishing and managing a working group and
developing relevant cooperative agreements for networking and joint
activities.
1.5 Strengthen Competencies of Partners:
Organizing and facilitated targeted trainings with partners to build
capacity on sexual violence, including frameworks for prevention and for
providing care, support and protection for survivorsFollowing up with
mentoring, coaching and technical support for partners
1.6 Advocacy:
Work with ChildFund staff and partners to develop relevant national
advocacy initiatives addressing gender-based violence against
children.Work with ChildFund staff and community-based partners to
develop relevant local advocacy initiatives addressing gender-based
violence against children.
1.7 Program Strengthening:
Support national and area offices to strengthen Country and Area
Strategic Planning and programming to address gender-based violence
against children
Qualifications and experience
At least 5 years of experience managing or providing technical support
to child protection or gender-based violence programsHands on
professional experience with gender-based violence programs, including
knowledge and skills in either community-based prevention and/or
comprehensive multi-sectoral survivor supportSound knowledge and
understanding of causes, consequences and dynamics of gender-based
violenceExcellent participatory training development and delivery skills
and an understanding of principles of adult learningSolid experience
working in and leading interagency for a with various partners including
Government and NGO partnersExcellent networking, coordination and
facilitation skillsKnowledge and experience in participatory community
education and mobilization methodologiesPost-secondary degree in
relevant field of studyExcellent English communication skills
(additional language skills a plus)Excellent English writing
skillsProject management
