National Capacity Building Officer

SCALING UP FOR MOST-AT-RISK POPULATION II (SUM II) is a USAID-funded program that will provide targeted assistance in organizational performance required to scale-up effective, integrated HIV/AIDS interventions that lead to substantial and measurable behavior change among Most-at Risk Populations (MARPs) in targeted locations in Indonesia. The project is implemented by Training Resources Group, Inc, RTI International, Burnet Institute and APMG.  The organizational performance topics include accountability, administration, advocacy, finance, governance, knowledge management, leadership, management, monitoring and evaluation, networking, partnership, policy development, resource mobilization, strategic planning and transparency. SUM II will provide and monitor small grants to qualified civil society organizations to support the scale-up of integrated interventions in “hotspots” where there is a high concentration of one or more MARP and high-risk
behavior is prevalent.


SUM II is currently seeking qualified individuals with experience in HIV/AIDS and Local stakeholders’ issues for following position:
National Capacity Building Officer

Location         : Jakarta Office
Report to       : Senior Program Coordinator

ESSENTIAL JOB FUNCTION:  DUTIES AND RESPONSIBILITIES 
1.       Assist Senior Program Coordinator to develop annual work plans, review achievements, and respond to problems and challenges.
2.       Ensure that provincial and district governments improve the quality of strategic action plans, annual action plans and budgets, and resource allocation mobilization plans.
3.       Work in collaboration with Regional Coordinators, develop district-wide package of support that contribute CSOs and partners to improve quality of service and scale up coverage.
4.       Provide extensive technical assistance to Regional Coordinators to effectively manage small grants from SUM II.
5.       Ensure that small grants are well managed by the recipient CSOs.
6.       Provide technical assistance in promoting the reduction of stigma and discrimination by providing the most accurate information about HIV-AIDS and MARPs and International Project implementers.
7.       Ensure that the overall on-job training and coaching services are in parallel with the package services and support plan of each targeted intervention site.
8.       Work in coordination with International NGOs, donors, and UN agencies at the national level to address on-job training and coaching service needs.
9.     Provide progress reports on a monthly basis.
KNOWLEDGE, SKILLS AND ABILITIES
1. Knowledge of HIV/AIDS or other relevant public health and community development issues.
2. Excellent communication skills for advocacy, training, and facilitation.
3. Excellent report writing skills, and good computer skills, including internet and email.
4. Ability to provide leadership as well as work as a member of a team
5. High degree of adaptability to varied working environments and good interpersonal skills.
6. Able to maintain good relationship with government agencies/institutions at all levels, Non-Government Organizations (NGOs), and Civil Society Organizations (CSOs).
7. Experience in monitoring and evaluation of programs.
8. Fluent spoken and written Indonesian and some competence in English.

MINIMUM RECRUITMENT STANDARDS
1. A University degree or other suitable qualification in a related field; Masters degree in Public Health orrelated area preferred.
2. Five years experience in similar position.
