Program Planning and Development Specialist

IIE is one ofthe world's largest and most experienced global higher
education andprofessional exchange organizations. IIE, in collaboration
with IIEF, isseeking candidates for Program Planning and Development
Specialist for theanticipated Timor-Leste Development Scholarships and
Higher Education Program(DSHEP), funded by USAID.

The DSHEP is afive-year project based in Dili, that aims to provide the
training and technical services required tostrengthen the base of
skilled, high performing professionals to institutionsin Timor-Leste.


Responsibilities:

· Marketing the program among theacademic, private sector, and
NGO communities in Timor-Leste to generateinterest from potential
scholarship recipients

· Manage the competitive selection,admission, visa application
and placement processes of the scholarship program.

· Serve as liaison between the USEmbassy and other partnering
organizations to identify linkages and synergies; and

· Manage the overall trainingbudget and maintain a schedule of
all scholarships recipients programs andgrades and other related issues.

Qualifications:

· Advanced graduate degree orequivalent work experience,

· 7 years of relevant workexperience in identifying and
placing participants in appropriate trainingprograms, with a minimum of
two years of managerial or team leader experience,

· Experience working withprograms dealing with the US and
Indonesian universities and college ispreferable,

· Experience in developing andpromoting alumni association and
networks,

· A demonstrated ability to workcollegially and productively
with a variety of partners and stakeholders isessential,

· English language fluency is a must with strong verbaland
written communication skills

· Manage the competitive selection,admission, visa application
and placement processes of the scholarship program.

· Profiency in Tetum, Bahasa, and or Portuguese desirable

· Experience on USAID or otherdonor-funded projects preferred
