CONSULTANT FOR BASELINE SURVEY


I.      The Wonogiri Project at Glance

The Wonogiri Health-DRR Project aims to strengthen community resilience to natural disasters and health vulnerabilities by improving the capacity of targeted communities and PMI institution in Wonogiri District. On the other side, the community’s knowledge/practices to address and prevent priority health as well as to prepare for and respond to future disaster risk and impact are increased. Three partied between Palang Merah Indonesia (PMI), American Red Cross (ARC) and the Spanish Red Cross (SRC) will work closely to implement the project using CBHFA approach that is integrated Health & DRR. The project will target 30 selected villages within 15 sub-districts which among these 30 communities, there will be 10 villages identified from the previous Wonogiri CBHFA Project that was implemented by PMI through ARC support, and the remaining 20 new villages are selected from the most vulnerable places. The Wonogiri Health & DRR Project will conduct activities starting from April, 2012 through December, 2014.


In this baseline survey, the project aim to use the Rapid Mobile Phone Survey (RAMP) using mobile phones and a web-based, freely accessible software domain as a data collection technique to conduct surveys, that is called using EPI Surveyor. Baseline assessment is intended to establish measures of key indicators so that the project progress over time can be measured and that realistic targets can be set out. The baseline is to provide the following information:

1.    To measure the percentage of HH and students in targeted villages/schools who could correctly mention the transmission, prevention, treatment and able to show/demonstrate required healthy practices to prevent of priority health diseases (Diarrhea, Dengue High Fever, Pneumonia, Tuberculosis, Measles, and Hypertension).
2.    To measure the percentage of HH and students in targeted villages/schools who know the reason for road accidents and its key preventive measures to prevent accidents.
3.    To measure the percentage of HH and students in targeted villages/schools who is able to correctly mention ≥ 3 Disaster Preparedness and Disaster Response measures (to the most potential disaster that is likely to happen in the respective villages such as  earthquake, tsunami, flooding, drought, fire, landslide, typhoon).
4.    To measure the percentage of HH and school students in targeted villages/schools who could correctly mention/name where and how to get to the agreed meeting point/safer places in emergency situation as assigned by village committee and members.

The needs of the consultant and qualifications

The consultant(s) could be 2 persons which is one will responsible for research and another one for phone based data collection using EPI Surveyor. However, when one person have those two qualifications at the same time, it will be most desirable to apply.  Consultant should has the ability to work with minimum supervision/directions, minimum a post graduated (Master degree) in relevant field, ability to work independently, ability to juggle and coordinate many tasks simultaneously, ability to prioritise tasks, well organized, reliable and trustworthy. The required qualifications and experience are as follows:

A.   Consultant for Baseline (Researcher)
a.    Experienced in conducting and leading survey at least recent 7 years
b.    Excellent knowledge and skills in research methodology and statistical analysis (SPSS). Demonstrated experience and expertise in designing, managing and analyzing data from complex-designed surveys (stratified, clustered, multistage, disproportionate selection probabilities, etc.)
c.    Demonstrated experience in questionnaire development and testing
d.    Demonstrated experience in training and managing data collectors
e.    Experience of survey work with similar purpose and with mobile data collection strongly preferred.
f.     Excellent communication skills for training and facilitation and leadership to manage and coordinate team data collector.
g.    Excellent report writing skill both in English and Bahasa Indonesia.

B.   Consultant on EPI Surveyor Technology
a.    Experienced and excellent in using EPI surveyor software for survey (baseline/end line) in phone base data collection, installing the questioner to the phone, and develop analysis plan using EPI Surveyor Software.
b.    Excellent communication skills for training and facilitation and leadership to manage and coordinate team data collectorto utilize phone based data collection.
c.    Excellent report writing skill both in English and Bahasa Indonesia.

Expected scope of work

A.     Consultant for Baseline (Researcher)
This consultant will responsible mainly to ensure the baseline conducted in a scientific research methodology as well as meet the statistical requirement. The scope of work are as follow:

-     Advice the sampling design, including sampling calculation, sampling selection that is scientifically appropriate.
-     Develop questionnaires for household and school students, pre-testing, finalizing and translating questionnaires.
-     Conduct training for team data collector, includingdevelopment of training guide for data collector and the conduct training to all enumerator and field supervisor on the survey methodology, questioner, interview technique, field practices.
-     Lead and supervise data collection, including support (assist ARC/PMI) to recruitment the enumerators and field supervisors, designing and oversight of listing operations of the survey, conduct and oversight of data collection, and dead daily evaluation for improvement data collection.
-     Conduct data management, including data cleaning and analysis, making sure complex sample design taken into account, calculation and use of sampling weights (as needed), use of appropriate variance estimation technique given sample design.
-     Write baseline report; develop a report of baseline survey that includes the process of the survey itself and the result of data analysis. Present the baseline results to PMI, ARC, SRC, and other relevant stakeholders such as BPBD, DHO, and Schools

B.     Consultant for utilization of EPI Surveyor Software
The scope of work for the consultant will be mainly on the utilization of technology (EPI surveyor Software and mobile phone), such as:

-       Develop guidelineon the mobile phone data collection methods and the utilization of EPI Surveyor Software.
-       Develop phone based questionnaire, data entry template and data entry protocols. Install the Epi Surveyor software to the mobile phone that will be used by enumerators.
-       Development of quality controlmeasures to the data entry and the analysis query as well in the Epi Surveyor software to immediately shown the progress of the survey result.
-       Supervise data collection team during the data collection in the field and provide technical assistances to team data collector as required.
-       Coordinate with Researcher (A) to ensure the survey is undertaken in a high quality manner.
-       Provide entered data in the EPI Surveyor server in and excel and SPSS formats to be analyzed further by researcher (A).

Location of work:Jakarta with traveling to Wonogiri

Expected start: June 2012 with approximately 10-15 days of work

Proposal outline for Consultant for Baseline (Researcher) or (A)

The proposal should not exceed 5 (five) pages, and should use the following outline:

1.  Consultant experience: This section should highlight past experience of the consultant in conducting sample surveys, preferably with complex sample designs and in developing countries. The section should mention names, qualifications and experiences of all persons who would be involved in various aspects of conducting the survey, along with the level of efforts.

2.  Work plan: The proposal should clearly mention details of each and every activity including kind of preparatory work, training, house listing, sampling and data collection work, data entry, data processing and analysis, results and report writing. The time line and person(s) responsible for each activity needs to be clearly mentioned. 

3.  Field team: Provide the number of persons needed for data collection and listing operations, by position.

4.  Training: State who will be responsible for training of data collectors and include information on prior experience.  Describe how training will be done, the topics covered, expected duration and logistic and administrative support needed.

5.  Quality control mechanisms: Provide a section detailing the mechanisms to ensure data quality by clearly specifying steps for data validation. This section may also include supervisory mechanism for data quality and the role of field editors.  

6.  Data entry and processing plan: This section should clearly state details preparation and mechanism for data entry, validation checks and data processing activities.

7.  Data analysis: Provide details on the analyses that will be carried out, and on the person/people responsible for data analysis (including prior experiences).

8.  Consultant of labor: Provide information on key professionals and their level of effort for the different activities of the survey. A suggestive matrix is provided below:

9.  Progress updates: This section should clearly indicate the mechanism that would be used to communicate with ARC officials on regular update about the field activities, coverage rate, data entry status etc.

10.Detailed Budget: As the budget for the survey will directly managed by Project Team, hence this section should provide the estimated budget for daily rate of consultant fee.
