Trainer for Advocacy for the rights of PwDs and CRPD - Handicap International

TERM OF REFERENCE
Title of activity Training “Advocacy for the rights of persons with
disability and CRPD”
Duration of the activity 3 days

1. Introduction
Handicap International Federation is a non-governmental organization,
specialized in the field of international solidarity. It was formed in
1982, with its headquarters in Lyon (France). Handicap International
Federation is working in over than 55 countries worldwide and a
co-winner of 1997 Nobel Prize for Campaign against Land Mines. Handicap
International Federation is made up of a Federation and national
associations which work together on mobilizing resources, co-managing
projects and promoting the movements’ principles and activities.
Handicap International Federation is neither exclusively a development
NGO nor exclusively an emergency relief NGO. A Non-governmental,
non-religious, non-political and non-profit making organization,
Handicap International Federation works alongside people with
disabilities, whatever the context, offering them assistance and
supporting them in their efforts to become self-reliant.


Handicap International Federation has been working in Indonesia since
2005 to support health and social initiatives related to disability
issue. In collaboration with the Ministry of Social Affairs of Republic
of Indonesia, Handicap International Federation Indonesia implements
activities that will allow people with disabilities in Indonesia to have
greater opportunities to exercise their rights to enhance their dignity.

Handicap International Federation Indonesia formulated a strategy which
stated that the specific objectives of the activities are to increase
the capacity of institutions and services working in disability field,
confirming to general public and decision makers are aware that
disability is a human rights and development issue, and empowering
people with disabilities and their organization to become active actors
in their communities.
2. Rationale
Handicap International Federation Indonesia’s Program wishes to develop
employee skills and efficiency as well as to fulfill their potential.
In June (TBC) 2012 all Projects Team members, Program Thematic Advisers
and Support Services Managers will be invited to a “training week” in
Yogyakarta.
One of the topics of the training will be advocacy.

Several projects of HI in Indonesia include advocacy and the support to
DPOs to develop advocacy. All projects use UNCRPD as the comprehensive
and common basis for their action. Therefore there is a need to ensure a
widespread understanding of the document, its status with regard to
other legal instruments and how to use it and other international and
national instruments for advocacy action.
3. Objective of this activity
Project Staff needs to develop a common understanding of advocacy goals,
expected results, methods and planning.

The objectives of the activities are:

• To provide participants with relevant understanding and knowledge of
the CRPD content, and its articulation with other international and
national instruments for advocacy action.
• To provide participants with relevant capacities to provide support to
partners in relation to the understanding and use of CRPD
• To provide participants with relevant capacities to present the
convention and its role to the general public
• To provide participants with relevant understanding and knowledge of
what is advocacy, and how it links with other actions of HI
• To provide participants with skills to be able to develop a basic
advocacy strategy contextual to Indonesia and related to their specific
field of intervention, including facilitation of self advocacy meetings/FGD.
4. Expected Results
The expected results of the activity are:
• Participants are able to describe the content of CRPD and its
articulation with other international and national instruments for
advocacy action
• Participants are able to provide support to partners in the planning
and implementation of advocacy action articulated around CRPD
• Participants are able to present the convention and its role to the
general public during awareness sessions and other similar events
• Participants position advocacy as a component of their project
strategy and the wider action of HI
• Participants are able to develop a basic advocacy strategy related to
their specific field of intervention

5. Tools, methods, sessions or topics
Facilitators/Trainers will use:
• Lectures
• Discussions on the basis of case studies and real documentation
• Participative approaches, such as role-play and brainstorming
exercises, in order to foster sharing of information, experiences and
relevant practices based the training’s topics.

The courses will contain at least half a day (split on all training
days) of case studies and simulations.

The course will respect the adult learning cycle (direct
experience->reflect and discuss experiences->generalize from experiences
and discussion/lesson learned->apply lesson learned to change way of
working) and start with a training needs assessment to adjust the
strategy and content of the action to the participants profiles and
expectations.

6. Practical Information
Location: Yogyakarta.

Venue : Venue and meeting tools (LCD projector, paper board, etc…) will
be arranged or provided by HIF. Nonetheless Laptop computer will be the
responsibility of the Trainer.

Language: The training will be implemented in Bahasa Indonesia.

Date : June 2012 (TBC) - 3 days

Participants : 8 to 12 persons. Participants belong to Handicap
International’s Inclusive Education, Rehabilitation, Disaster Risk
Reduction and Disability Rights projects’ teams.

Budget: 9,050,000 IDR including transportation and accommodation of trainer

Deadline for the submission of the Technical&  Financial Offer:
10 May 2012

7. Profile, technical competencies&  tasks of the Service Provider:
A full proposal written in english in required at the application phase.
This proposal will include expected fee / quotation, resume of the
trainers, references, detailed course program, decription of the
pedogagical approach which will be used and training material which will
be provided to the trainees. The proposal will be submited in english at
the application phase.

The selected trainers will meet the HIF Coordinators before the
trainings date, in order to adjust the training contents to the trainees
background.

Expected trainer/facilitator(s) have following capacity:
• Persons or Institution experienced in professional training on
advocacy, disability rights, have experiences on advocacy of
international convention (CRC/CEDAW etc)
• Persons or Institution with proven expertise on advocacy action
• Persons or Institution capable to deliver trainings, case studies and
role play using tools and subjects adapted to trainee specialized in
working with Local Non Profit Organization, communities and Parents
• Ability to propose techniques, trainings and tools adapted to the
needs of People with Disabilities’

Person with Disabilities’ candidatures are strongly encouraged
