Lowongan Kerja LSM/NGO: Save the Children vacancy: IKEA program - 3 senior posts based in Bandung (advert 1)

Save the Children is a leading, private child-focused non-governmental alliance of 29 member organizations that works in 120 countries throughout the world. Save the Children has worked in Indonesia since 1976 to promote health and nutrition, education, child protection, livelihoods, and emergency preparedness and response. Save the Children has grown enormously in the country and today we operate in 13 provinces across Indonesia. Our program in Indonesia has made significant progress at the national policy level and in the Bandung, West Java metropolitan area in facilitating family-based care for neglected and vulnerable children.


The 'Facilitating Family-based Care for Indonesian Children with Disabilities' IKEA project will mobilize communities, government stakeholders, and others to assist Indonesian children with disabilities attaining their right 'to enjoy a full and decent life, in conditions which ensure dignity, promote self-reliance and facilitate the child's active participation in the community'. Save the Children will accomplish this by increasing the capacity of families to care for their Children With Disabilities (CWD); supporting community-based rehabilitation services; improving access to high quality education; and promoting awareness of CWD issues and reducing stigma. Currently Save the Children has an immediate need for experienced staffs to be part of our IKEA program team and will be based in Bandung.

The position we are looking for are:

1. IKEA Senior Project Manager (code: IKEA SPM) - 1 post, based in Bandung

The post holder is responsible to oversees the day-to-day activities of the project including developing and implementing the established annual work plan, monitoring and evaluation, staff management, and financial management. S/he will also work closely with local stakeholders.

Job Responsibilities:

1. Provide team leadership in project strategy, management and monitoring and evaluation to ensure achievement of the IKEA project's objectives in accordance with the approved results framework and project design.

2. Provide effective management and supervision to project team and social work team including support staff.

3. Provide technical assistance on child protection and care to the project and social work team including in the implementation of program, ensuring full compliance with the organizational policy on child protection and listening to the staff, children and community input to improve the implementation.

4. Ensure financial resources are effectively and efficiently managed according to approved IKEA budget, donor requirements and regulations, and SC financial controls. In cooperation with Program Director/Family based Care Senior Program Manager and grants unit conduct financial planning and request budget realignment when necessary.

5. Establish and develop strong and effective relationships with key government and non government stakeholders at national, provincial and district level to improve project implementation

6. Ensure timely submission of high quality donor reports, case studies, and SC monthly, quarterly and annual reports.

7. Ensure high quality program implementation and monitoring and evaluation of all project interventions according to global best practices, IKEA standards, and lessons learned from child protection programming in Indonesia and globally.

8. Maintain regular communication with SC child protection and care unit for consultation, reporting project activities and to engage in global discussions on child protection best practices.

9. Contribute to overall SC program by being an active participant in SC Extended Senior Management Team, actively sharing IKEA program progress and lessons learned, contributing to the development of country annual plan and through participation in quarterly meetings, and contribution to country office annual plan and report.

10. Ensure substance of the program referred to the framework of Child Protection and Care Program especially for CWD and delivery appropriate to project and social work team and partners.

Specific Requirements:

* Master Degree on Social Work/Social Welfare or equivalent in relevant field.

* Minimum of 8 years work experience with non-government organizations in the areas of Child Protection and Care and Children with Disability.

* Proven knowledge and experience in child protection and Children with Disability.

* Proven expertise in working on advocacy and social work/social welfare field.

* Good knowledge of child care and protection and children with disability.

* Good understanding on the issue of children without appropriate care and children with Disability.

* Proven advocacy and social work skills

2. Community Based Rehabilitation Specialist (code: CBR Specialist) - 1 post, based in Bandung

The post holder is responsible to provides technical leadership to project team, social work team and partners in CBR implementation including physical, mental, and social rehabilitation methods, and collaborates with MOSA and the District Health Offices.

Job Responsibilities:

1. Develop conceptual frameworks on CBR with refer to CP and Care framework and CWD concepts.

2. Develop strategies and works plan for the implementation of CBR refer to CBR conceptual frameworks.

3. In coordination with IKEA SPM, to initiate, develop and maintain strong and effective partnership with all stakeholders organization that involve in CBR and to support day by day CBR works.

4. Support project staff, partners and forum of CWD parents groups with technical assistance in the implementation of CBR in project sites and ensuring full compliance with the organizational policy on child protection and listening to the staff, children and community inputs to improve the implementation.

5. Establish a good administrations and documentations system for CBR works including support M&E officer in collecting and analysis of data.

6. Liaise with other relevant professional in the implementation of CBR.

7. Support IKEA SPM with high quality information and case study on CBR implementation for documentation and reporting and to provide IEKA SPM with inputs if any actions need to be made, or any adjustment needs to accommodate, in order to improve CBR works.

8. Ensure financial resources on CBR activities are effectively and efficiently managed according to approved IKEA budget, donor requirements and regulations, and SC financial controls.

9. Maintain regular communication with SC child protection and care unit for consultation and to engage in global discussions on child protection and CWDs best practices.

Specific Requirements:

* Bachelor Degree on Special education, Community Education, Social Work or equivalent in relevant field.

* Minimum of 5 years work experience in the areas of Community based Rehabilitation for people/children with Disabilities.

* Proven knowledge and experience in Community based Rehabilitation for people/children with Disabilities.

* Proven expertise in working on Child Protection.

* Good knowledge of child care and protection, children with disability and Community based rehabilitation

3. Special Education Specialist (code: SE Specialist) - 1 post, based in Bandung

The post holder is responsible to provides technical leadership in inclusive education by selecting and supporting the schools to implement their school plans, and collaborate with MONE.

Job Responsibilities:

1. Develop conceptual frameworks on the development of inclusive education with refer to CP and Care framework and CWD concepts.

2. Develop strategies and works plan for advocacy works of inclusive education and development of access CWDs to education facilities.

3. In coordination with IKEA SPM, to initiate, develop and maintain strong and effective partnership with all stakeholder organizations that involve in the development of inclusive education.

4. Support project staff, partners and forum of CWD parents groups with technical assistance on the development of inclusive education in project sites and ensuring full compliance with the organizational policy on child protection and listening to the staff, children and community inputs to improve the implementation.

* Proven development of inclusive education skills.

* Proven experience of child protection and inclusive education programming within set time frames and with demonstrated impact.

* Excellent project management skills.

* Proven skills in child protection monitoring and evaluation systems.

* High levels of self-motivation, initiative and creativity to establish inclusive education.
