Caritas Czech Republic Aceh Mission (CCR) has
been implementing rural livelihoods development activities in Indonesia
district since 2005.
CCR’s livelihood projects focus on agriculture,
agroforestry and / or aquaculture. Most of CCR’s livelihood projects have taken
place in Aceh Province.
CCR is currently assessing the possibility to
expand its activities to other areas in Indonesia. One of these areas is Nusa
Tenggara Timur Province (NTT), West Timor.
From 1 June until 31
August 2012, CCR will conduct a pre-project assessment in NTT to examine the
possibility of a future livelihood project in the province.
The assessment will
examine possible project areas, project partners and project beneficiaries.
CCR
will assign one Assessment Coordinator, Two Assessment Officers (junior/senior)
and one Assessment Admin/Translator.
This TOR is for Senior Assessment Officer.
The Senior Assessment Officer reports
to the Assessment Coordinator and will provide support in a smooth
implementation of CCR’s NTT Pre Project Assessment.
The Senior Assessment
Officer will fulfill the following duties and responsibilities.

Training Period

· Get familiar with CCR project structures, objectives
· Get induction on NTT Field Assessment
Field
Assessment in NTT (approx. 2 months)
· Assess rural communities in NTTfor a replication of CCR Aceh projects through (1)
site assessment of available crops, crop nutrition, soil and water systems (2)
need assessment of farming communities (PRA), (3) value chain / supply chain
analysis, (4) market structure, (5) climate assessment
· Assess local dioceses in NTTthrough a need and organizational capacity
assessment
· Assess local governmental stakeholders in NTTthrough a need and
organizational capacity assessment
· Coordinate with other bodies
· Gather
base line data
· Write
weekly progress reports
Preparation of Assessment
Report (Banda Aceh) (approx. 3 weeks)
· Analyse
base line data for narrative reporting
· Assist
Assessment Coordinator in preparing final Assessment Report
Education :
Bachelor
orDiplomadegree in any of the following studies: environmental policies, social
studies, economy, public administration
Experiences:
· Minimum four years experience
· Previous experience
in livelihood assessments – i.e. needs assessment with PRA / RPA tools, climate
assessment, organizational capacity assessment, environmental assessment for
NGOs
· Familiarity with
disaster risk reduction strategies
· Experience working
with rural communities
· Computer literate (MS Office and Internet)
· Strong Skill in database input and analysis
(with Database software, e.g. MS Access)
· Honest, hard working,
responsible, dedicated and self-motivated person
· Ableto work in team, flexible,
and have the ability to cope with stressful situations and frustrations
Language
Requirements:
Fluency in English and Bahasa Indonesia (written and spoken)
