Chemonics seeks an Institutional Development/Management Advisor for the
USAID-funded Indonesia Marine and Climate Support project in Indonesia. The
project aims to sustainably manage Indonesia’s marine and coastal
ecosystems.
Responsibilities include: managing and coordinating a small team of long
term staff and short term consultants to develop and implement technical
assistance, capacity building and training to improve MMAF’s general
operations and fisheries management, integrated planning, legal and
regulatory framework, and to improve MMAF’s public outreach and extension
capacity.
Qualifications:
- At least ten years of general institution strengthening and
partnership building; expertise including a track record in effective
institutional strengthening, public policy development, public
participation and partnership building with government at local and
national levels.
- Fisheries policy experience
- Experienced in developing scopes of work (SoW) for national and
international consultants.
- Ability to manage a small team of diverse national experts and short
term national and international consultants.
- High level program/activity planning and report writing skills.
- Proven experience in undertaking activities aimed at increased
political support and access to financial resources for community and/or
environmental improvement.
- Demonstrated understanding of decentralized Indonesian governance
system including experience advising executive and legislative branches of
local government in budgeting, planning, management of services and/or
policy development.
- At least a Masters Degree in law, public finance, development studies,
business administration, human resources, or similar fields.
- Strong communication skills, both interpersonal and written, to
fulfill the technical and managerial responsibilities proposed.
- Working experience in developing countries; experience in Indonesia
preferred
- Strong English writing and speaking skills.
- Proficiency in Bahasa Indonesia.
- Desirable: Human resources experience and coordinating/ cooperating
with diverse teams of specialists
