Disability Rights Project Evaluator - Handicap International

TERMS OF REFERENCE

Name of Project: Disability Right
Title of activity: DR Project Evaluation

1). INTRODUCTION
Handicap International is a non-governmental organization, specialized
in the field of international solidarity. It was formed in 1982, with
its headquarters in Lyon (France). Handicap International is working in
over than 55 countries worldwide and a co-winner of 1997 Nobel Prize for

Campaign against Land Mines. Handicap International is made up of a
Federation and eight sections (national associations) which work
together on mobilizing resources, co-managing projects and promoting the
movements’ principles and activities. Handicap International is neither
exclusively a development NGO nor exclusively an emergency relief NGO.
Handicap International Federation is Non-governmental, non-religious,
on-political and non-profit making, Handicap International works
alongside people with disabilities, whatever the context, offering them
assistance and supporting them in their efforts to become self-reliant.

Handicap International has been working in Indonesia since 2005 to
support health and social initiatives related to disability issue. In
collaboration with the Ministry of Social Affairs of Republic of
Indonesia, Handicap International Indonesia implements activities that
will allow people with disabilities in Indonesia to have greater
opportunities to exercise their rights to enhance their dignity.
Handicap International Indonesia formulated a strategy which stated that
the specific objectives of the activities are to increase the capacity
of institutions and services working in disability field, confirming to
general public and decision makers are aware that disability is a human
rights and development issue, and empowering people with disabilities
and their organization to become active actors in their communities.

2). DISABILITY RIGHTS PROJECT PRESENTATION
The Disability Rights project initially was a 3 years project starting
in 2007 and ending in 2010. The Disability Rights project (DR Project),
funded by Irish Aid was designed as a continuation of Advocacy Inclusion
project (AIP) funded by the EU. The DR project would continue the
promotion of the rights of persons with disability and empower partners
organization to become actors in the rights promotions to community and
government offices. Hence some activities in DR project were follow up
activities from the former project and the partnership established would
be empowered through capacity building process.
By the year 2009 this project has conducted a mid term evaluation and
the follow-up of the mid-term evaluation of the project was the change
to focus more on capacity building at grassroots level targeting our
partners organizations to engage in disability rights advocacy.
Recommendations from the evaluation also brought changes in the
intervention area, from the initial 15 provinces to 9 provinces, which
are: West Java, Central Java, Daerah Istimewa Yogyakarta, East Java,
Bali, Nusa Tenggara Timur, Nusa Tenggara Barat, Sulawesi Selatan and
Gorontalo.
This approach led to several changes in activity and in turn required
changes to the proposal that brought the request of a 3 years no cost
extension starting in year 2009, which was approved by Irish Aid.
In brief, following are the main activities of this project by year:
2007 : Disability Rights Project start up, implement activities were
based on the previous project: meetings of forum of Disability-FADR.
National workshop and advocacy initiatives from 14 DPOs
2008 : National workshop 2 initiated. Advocacy initiative by 10 DPOs
were held. Research paper developed
2009 : Mid term evaluation-project amendment submitted and approved by
Irish Aid.. DPOs assessments started. 2 additional research papers
developed.
2010 : Focus on capacity-building to partners. Small grants started.
2011 : Continue capacity building. More small grants to partners. Work
closely with KONNAS (Konsortium national difabel) to develop
recommendation book on adaptation of laws and regulation related to
disability issues
2012 : Continue capacity building And small grants continue to several
partners. Audience with government offices and national commission on
human rights on recommendation for public policies adaptation following
Indonesia’s ratification of UNCRPD
2.1. Project overall objective:
The overall Objective of the project is that People with disabilities
(PWDs) in Indonesia live in a barrier-free environment where they are
empowered, recognized as equal partners in the development of their
communities, and have the same opportunities and responsibilities as all
other members of Indonesian society.
2.2. Project specific objective:
Indonesian DPOs demonstrate the knowledge, attitudes and practices to
advocate for the rights of People with Disabilities. DPOs will develop
their ideas, technical capacity, and organizational capacity through
practices capacity building training in the community and family life.
2.3 Project Duration
Disability Rights Project is a 5 years project (initial 3 years project
with 2 years no cost extension) from June 2007 – June 2012.
2.4 Target areas
The project activities are implemented in 9 provinces in Indonesia (West
Java, Central Java, Yogyakarta, East Java, Bali, Nusa Tenggara Barat,
Nusa Tenggara Timur, Sulawesi Selatan and Gorontalo

3). PROJECT EVALUATION
3.1 Objective
The general objective of the evaluation is to provide concrete analysis
of achievements and challenges of the project from the period July 2009
– June 2012, the time frame of the evaluation focusing on project
implementation after mid term evaluation.

3.2. Expected results
• An assessment of project results and approaches is carried out taking
into account the contexts and logic of intervention of project in each
country.
• Strengths and weakness of the project methodology and implementation
procedures are identified and analyzed, with a view to increase impact
and sustainability in future projects in the field of mainstreaming of
disability into Disaster Risk Management.
• More specifically, practical recommendations are formulated to
optimize the methodology, tools and approaches used by the project to
1) Increase the capacities of DPOs on disability rights and
mainstreaming disability in the community;
2) Increase capacity of DPOs in advocacy initiatives or raising
awareness on rights of persons with disability.

In particular, the consultant will assess the following dimensions
(please note the list is not exhaustive):
A] - Relevance

1. Was the project design appropriate for DPOs’ capacity?
2. Were the tools and methods used in the training relevance to build
capacity of DPOs
3. Were the approaches (participative, based on DPOs’ capacity, follow
up and monitoring) relevance to achieve the objective of the project
4. Were supports from HIF adequate to DPOs?
5. Were the tools and methodology adapted to PwDs?
Was the link between training and small grant relevance?
Area of advocacy and/or awareness raising of rights of person with
disability
1. Were the tools, methodology relevance with the objective of the
project? (two methods to be selected)
2. Were the tools and methodology used appropriate to local context?
Were the toils and methodology used relevance to the recipient? (to be
selected two target recipient)
B] - Effectiveness:

1. Were the trainings effective in providing information to DPOs on
rights of PwDs
2. Did the project answer to the needs expressed by DPOs?
3. How effective project management and tools to support project
implementation and the partners.

Area of Advocacy and/or awareness raising of rights of person with
disability
1. Was the project effective in engaging DPOs in awareness raising
campaigns to promote these rights at a community and national level.
2. Was the project effective in providing members of Parliament and key
government officials are presented with a set of recommendations for
legal reform to make Indonesian laws relating to PWD rights-based,
enforceable and compliant with international law and regional guidelines.
3. Was the mechanism and tools defined to support advocacy or awareness
raising led by DPOs effective?

1. Do the target groups of advocacy remember the messages provided
during advocacy/awareness campaign.
2. Did the perceptions of target group regarding the rights and
situation of PwDs’ have changed?
3. Are the advocacy or awareness raising activities likely to be
maintained after the end of the project support?

E] - Impact:
Area of Capacity Building
1. How much did the project contribute to the creation of Consortium
National Difabel as representing DPOs?

4). METHODOLOGY
The evaluation will draw on the knowledge and experience of HIF
Indonesia program and its partners in Disability Rights Project on
period July 2009 – June 2012.
The evaluator shall propose a participatory evaluation methodology
addressing main project stakeholders as well as beneficiaries and their
families. Activities are expected to include:
• Review existing project documentation (project proposal, mid term
evaluation report, donor reports, monitoring tools, field tools such as
assessment forms, plans templates and training modules, as well as case
studies and good practices collected along project implementation)
• Meet with relevant stakeholders (project teams from HI and partners, a
variety of government stakeholders, community)
• Carry out field visits to interview beneficiaries (community members
including DPOs members)
• Presentation of the key findings to HI
• As well as other relevant activities
Project documentation and data will be made available by HI as required
by the Evaluator to meet the evaluation objectives.

5). DELIVERABLE
The following documents are specifically required from the Evaluator:
• When presenting the technical proposition, s/he is expected to submit:
o A tentative work plan and time schedule (to be reviewed with project
team if selected),
o A budget breakdown for the consultancy including fees, travel, per
diem etc.
o The evaluation protocol
• At the end of the assignment, s/he is expected to submit a final
report including:
o Executive summary of the main findings
o Introduction to the context
o Detailed findings
o Recommendations
o Tools developed for evaluation purposes
o List of persons met during the evaluation process and salient points
of the meetings

Provision of project data:
Project documentation and data will be made available by HI as required
by the Consultant to meet with the evaluation objectives. This includes
proposals/reports/other deliverable related to project activities such
as training reports, monitoring and field visits reports, partner
reports, copies of newspapers, tools, lessons learned and best practices .

6). COMPOSITION AND SKILLS OF THE EVALUATOR:
The Consultant is expected to have following qualifications/experience:
• Demonstrated experience in project evaluation and related
methodologies, preferably in the South East Asian context;
• Qualified expert with back ground and experience in capacity building
and advocacy projects involving grassroots civil society organizations
• Previous experience in disability sector in developing countries is an
advantage;
• Proven excellent communication skills;
• Proven ability to work within a multidisciplinary team and a
multicultural context;
• Proven experience in participatory methods and facilitation
(semi-structured interviews, focus group discussion and other relevant
methods)
• Proven strong analytical and report-writing skills;
• Fluency in English (both written and spoken);
• Fluency in Bahasa Indonesia (both written and spoken);

7). TIMETABLE
The total duration for the process should not more than 30 days,
including the report writing. The process will start at the beginning of
June and end 30 of June 2012.

8). DUTY STATION
The duty-station will be in Yogyakarta (Indonesia), according to the
final work plan agreed with project team.

9). EVALUATOR FEE
The fee for the mission is a maximum of 5,500 Euros for all process.
Other expenses such as transportation to meet DPOs partners are paid by
Handicap International
Payment will be released in three installments:
• 50% after contract signing (end of May 2012 at the latest)
• 20% after submission of the draft Evaluation report including main
findings and recommendations (second week of June 2012 at the latest)
• 30% after submission of the final Evaluation report (end of June 2012
at the latest)

10). APPLICATION PROCEDURES:

11). DISCLAIMER AND OWNERSHIP OF DATA
The final report will bear following mention “The report has been
produced at the request of Handicap International Federation Indonesia
Programs and financed by the Irish Aid. The comments contained herein
reflect the opinions of the evaluator only”.
Ownership of the data remains with Handicap International Federation and
Irish Aid. The Evaluator cannot use the report, as well as information
or data collected during the evaluation, without prior written approval
of all concerned parties.
