*Background and Objectives  *

KPK’s Strategic Plan for 2008-2011 seeks to improve
the integrity and effectiveness of oversight functions at each agency (page
8) and the National Strategy on Eradication of Corruption (2010-2025)
seeksto improve
coordination of reports on corruption eradication efforts (p.18).

To improve the effectiveness of combating corruption, KPK have conducted
court recording on corruption cases and other cases related to KPK. This
court recording is being coordinated by Directorate of PJKAKI and Deputy of
Information and Data. The data and information about court recording is
gathered by KPK and University team who worked with KPK.

The work will be done in two phases, the first phase will be the design and
analysis phase and the second phase will be the development phase. The
developer will need to complete the database design and analysis phase
before moving on to development phase.

*Activities***

*A.    **Database Design and Analysis*

1.      Gather and analyze requirements to support database design.

Web designer will work with web deveoper to and develop a database design
document within two months of signed contract.

*B.      **Web database design and development*

1.      Interface design, modification, and development of web database
applications.

The whole process of designing interface, modifying looks and feel, and
co-develop web database applications should be done by the end of
4th-6thmonth of signed contract.

2.      Participates in the testing process; through test, review and
analysis of application.

Testing process with review and analysis of application should be done for
one month by the end of 5th-7th month of signed contract.

3.      Modify the web database application design based on test, review
and analysis.

Redesigining interface, look and feel of web applications will be done for
one month and will be finished by the 6th-8th month of signed contract.

*Requirements*

1.      Have a minimum of 2 (two) years experience in designing web
applications, preferably for a government agency;

2.      Have past experience and knowledge regarding:

a. Photoshop, Flash and other design applications;

b. XHTML/DHTML, CSS, Javascript;

c. PHP and web database knowledge will be an advantage;

3.      Have an experience in writing user manual and system documentation.
This user manual will be accessible in the system where users can access
them easily;

4.      Have an experience in user training;

5.      Be able to work closely with web developer to develop the user
interface;

6.      Have a satisfactory record of Past Performance; and

7.      Be able to provide the Services within the time period.



*Deliverables***

The web designer will be part of the team to provide the same deliverables
as below.

1. Report/Documentation on database and system design process (detailed in
annex).

2. Web database application on court monitoring that consists of:

a.      Administrative tools to manage coordination and
communicationbetween KPK and Universities.

b.      Court Monitoring Reporting System

i.          Court Recording Planning.

ii.        Documentation of Court Recording.

iii.      Record and retrieve information  related to Court
Rulling/Verdict.

iv.      Database migration from other application to Court Monitoring
System Database to PostgreSQL.

v.        Migration from spreadsheet to PostgreSQL.

vi.      Generate connection from Court Monitoring System to Document
Management System (ELO) through API (Upload, download, File Listing).

vii.    Public Examination.

viii.  Database management (1 master database resides in KPK, 1 database
is accessible for public), the data will be pushed from master database to
public database in a scheduled time.
