ISEAN-Hivos-GF-R10-HIV/AIDS – Consultant/ Consultant Group to Design and
Code ICT Tools for Research Initiatives and Documentation for the
ISEAN-Hivos Program under the “Strengthening community systems to reduce
vulnerability to and impact of HIV infection on MSM and TG in Insular
Southeast Asia”
*REQUEST FOR EXPRESSION OF INTEREST*
In 2010, the Insular Southeast Asian Network on MSM, TG, and HIV (ISEAN)
and the Humanist Institute for Co-operation with Developing Countries
(Hivos) jointly submitted a regional proposal to the Global Fund for AIDS,
Malaria, and Tuberculosis (GFATM) Round 10. The programme, entitled
‘Strengthening Community Systems to Reduce Vulnerability to and Impact of
HIV infection on MSM and TG in Insular Southeast Asia’, was approved by
GFATM and contract for the grant was signed on 6 October 2011. This grant
has the main goal of reducing (a) the vulnerability and risks of MSM and TG
to HIV infection and (b) the impact of HIV on their lives in Insular
Southeast Asia. It intends to address critical gaps in supporting and
scaling up activities that reduce HIV/AIDS among MSMs and TGs.
Satu Dunia, as the Regional ICT Service Provider of the ISEAN-Hivos Grant,
is looking for a capable technical consultant/consultancy group/software
company to “Design and Code ICT Tools for Research Initiatives and
Documentation” for the ISEAN-Hivos Program. The consultant outputs will
lead to the effective delivery of key ICT-based interventions to MSM and TG
groups in Indonesia, Malaysia, Philippines and Timor Leste under the
ISEAN-Hivos Program.
Specifically, the following services that address the Grant’s requirements
are expected to be provided by the Consultant/s:
1. Conduct consultation meetings with Satu Dunia and other IHP partners to
gather inputs for the required web outputs, especially considering the web
based products already developed so far;
2. Design and develop an alpha version of the program on “ICT Tools for
Research Initiatives and Documentation” to link with the overall ISEAN
Hivos Program Website. The “ICT Research Initiatives and Documentation
Sub-Site” will feature web-based tools for research, reporting and news
sharing, specially tailored for CBOs and local stakeholders.
3. Test and validate the “ICT Research Initiatives and Documentation
Sub-Site” of the overall ISEAN Hivos Program Website in consultation with
Satu Dunia and partners.
4. Develop a users’ manual for the use of the “ICT Research Initiatives and
Documentation Sub-Site”;
5. Provide inputs towards the development of a training module for the “ICT
Research Initiatives and Documentation Sub-Site”.
6. Revise the Alpha version of the “ICT Research Initiatives and
Documentation Sub-Site” into a Beta version, based on inputs.
7. Deliver final report of the consultancy; and
8. Coordinate with the other web-developers and Satu Dunia on the task to
ensure the proper linkage and consistency with the overall ISEAN Hivos
Program Website
Key Qualifications
1. Established and demonstrated expertise in software development (with a
strong portfolio of work samples)
2. Preferably with established knowledge in the development and testing of
Online Tools for health program management and client reach;
3. Preferably familiar with existing online tools on research and
documentation systems in South East Asia;
4. Preferably with research background, especially in the fields of health
and the social sciences;
5. Preferably with experience working with Global Fund Programs;
6. Fluency in written and spoken English. Preferably with working knowledge
of at least one language used in the ISEAN-Hivos countries (Indonesia,
Malaysia, Philippines and Timor Leste)
The selected Consultant/Software Developer Company will be engaged locally
for within the periods between September 4th week, 2012 to October 4th
week, 2012. The target date for the task completion is October 31st 2012.
An Expression of Interest (EoI) Letter, together with the applicant’s
organizational/company profile must be sent by September 17, 2012 to the
