Background
According to the Law No. 17/2007 on RPJPN
2005-2025, the long term development process is divided into four stages of
RPJMN.The implementation of the second RPJMNwill come to an end in 2014. The national
development process of the next period will be guided by the third RPJMN which will be prepared based on the implementation,
achievement, and sustainability of the RPJMN 2010-2014.

The third RPJMNis aimed at further consolidating the overall
development process in all areas by emphasizing the achievement of the economic
competitiveness which is driven by the use of natural resources, more qualified
human resources, as well as the increase in scientific and technology
acquisition. The sufficient
development funding is needed to achieve those goals. However, the limit budget
might be become a constraint, so that the government should manage the budget
appropiately to maintain the achievement of the development goals.  

The Directorate of Planning and Enhancing
Development Funding, Bappenas acknowledges the need to
conduct research ofdeveloping national
financing mechanism.This research aims to
provide policies, strategies and/or regulations that can be well implemented to
address the national development funding issues. In addition, the results of this research will also be
proposed as one of background studies to formulate the draft of National RPJM
2015-2019. The research will be carried out from August 2012 until January
2013. 

Focus of this research is intended to formulate
strategy on optimization and recommendation of potential funding sources. It will cover several funding modalities not only domestic funding
sources (such as bond, domestic loans and Public Private Partnership schemes) but also foreign funding
sources both loan and grant.The focus
of research in foreign funding covers new modalilities, schemes, and approaches
that commonly used in managing the foreign funding. Foreign loan and grant
policies are based on development
cooperationparadigm. It is
mean that the foreign loan and grant should contribute not only to fulfill the
financing gap but also to create
transfer of knowledge, investment leverage, and strengthen international
cooperation.

Recently, The Government
of Indonesia is exploring the possibility to use Program Based Approach (PBA)
as a new approach aimed to optimize the utilization of foreign funding sources.
Based on the CIDA Report in 2002, PBA refer to the way of engaging in development cooperation
based on the principle of coordinated support for a locally owned program of
development. There are four key elementson PBA: (i) leadership
by the host country, (ii) single
program and budget framework, (iii) donor
coordination and harmonization, and (iv) use
of local procedures(alignment).In
general, PBA involve a joint approach to the
achievement of development outcomes at the program level.  The aim is to promote the larger objectives of
the program by reducing transactions costs, reinforcing local systems, and
introducing a larger element of flexibility in the use of funds. In this regard, the
government aims to synchronize PBA into the planning process on foreign funding
sources. 

Based on the
several reason explained above, an analist is needed to be filled in order to ensure the running of the reseach project. He/She
will be assigned to lead the research process. For more information on detailed
tasks of the Expert please see the Output/Specific Task Section.

Research Question: What kind of government’s strategies to optimize potential
financing sources in the period of the third RPJMNwhich objectives are mainly to achieve the
vision, mission and future development direction stated in the National RPJPand RPJMN?  

Research Objective: This research is aimed at producing a draft of concept paper for the background study of funding policy of the National
RPJM2010-2014. 

Qualifications
1.  Possess a Doctoral (Ph.D) or Masters degree in
Economics, Development Studies, Management, Public Administration, Public
Policy, Political and Social Sciences or related development-related
disciplines;
2.   Has substantial working experiences, at least
5 years, in any development field projects;
3.   Sound knowledge on development cooperation;
4.   Be familiar with the government procedures of
policy and regulatory formulation;
5.   Has experiences in working with both
government officials and donor’s institutions.
6.   Be familiar with Microsoft Office (Word,
Excel, Power Point Presentation), and Adobe Acrobat;
7.   Has excellent written and verbal communication
skills;  
8.   Be able to engage in teamwork;
9.   Be able to prepare design and research plan;
10.  Be able to work under pressure;
11.  Be open to new ideas;
12.  Not listed on Bappenas’s blacklist of
consultants.
13.  Possess Nomor Pokok Wajib Pajak (NPWP);
14.  Understands government’s project remuneration
system.
15.  Be fluent in
Indonesian and English.

Output/Specific Tasks
1.  To conduct desk review and analize
potential financing modalities/schemes and Program Based Approach.
2.  To arrange/organise discussions
with research related parties. 
3.  To identify potential
respondents for background study of RPJMN.
4.  To share research
findings with the Directorate of
Planning and Enhancement Development Funding.
5.  To submit all requested reports,
in a timely manner, to the Director of Planning and Enhancement Development
Funding, and Chairman of A4DES Management Committee
6.  To meet the approved schedule of
project activities
7.  To closely coordinate with the Director
of Planning and Enhancement Development Funding to ensure effective
implementation of the research project.

Deliverables
1.  The detailed outline of research/study.
2.  A list of references.
3.  An annotated bibliography.
4.  The progress report of project
implementation.
5.  The final draft of background
study of the National RPJM covering issues elaborated in the detailed outline of
research/study.
6.  The final report of project
implementation.
7.  The individual monthly work
report.
